My suggestion: retrofit from another vehicle. The anchor points are the most important. I suggest using nuts, bolts and washers at a suitable point on the chassis.

OP did you ever find the belts? I had a lancer with rear seatbelts the chassis number started A174A which was foreign assembled. Try to see if you could hunt down those old super saloon galants as i've seen a few of them with rear seatbelts.
