BJ Starter Problem

Getting periodic flat spots when trying to start engine. Battery is relatively new. Local electrician suggests that the "static" on the starter component is weak and needs to be replaced. Car is already outfitted with a booster relay. This is the 2nd starter i'm having this problem with. I changed the 1st one about 2 years ago. Other BJ owners that I know don't encounter this problem. Insight into the problem and how I can solve it idefinitely would be appreciated.

Change the Static

Its a high current component with moving parts so it will wear out. There is no indefinite fix as a brand new one will also wear out.

It is illogical to expect a 10 year old used starter to last more than 2 years.
