Just light some citronella candle in the meantime and you'll be fine til your MP shows up.

Make sure you have enough candles as the next ETA is later this year.

any good brands of consumer grade LED?

I got a couple (can't remember brand at the moment) at a hardware and it's flicker city
No flickering with CCFL or incandescent on the same circuit.
I prefer the CCFL light output though.

Where I work they also went on a drive to replace 4ft flourescent with 4ft LED tubes and those things are utter failures. Constantly have to report to maintenance about strobing/flickering.

I have a few medium base foreign sourced and they work well.
Got some agos candlebra for a ceiling fan and the life expectancy wasn't that good.
Just did a 2 ft light for my son's desk and locally got a DBD brand which had an imperfection on the tube and they exchanged with an agos. Time will tell on it's longevity.

I replaced the 4ft fluorescent tubes in the garage with LED tubes - had to remove the ballast - have flickering issues after just a few months.

Had gotten this 4' self ballasted LED in Modern Electrical for around $100 back in 2015. Used in a storage room. No issues coming up on 5 years of use.

Not seeing a brand on the casing

Use a brand name bulb that has a warranty.
I'm using Globe smart bulbs and GE 9W LEDs in my house with no problems 2 years now. Was expensive at the time, but LED bulbs are cheaper now, plus they save so much electricity. You can leave on a 9W LED bulb for 24/7/365 it only comes up to TTD $25/year on the bill.

LEDs use DC current. A Light Emitting Diode is a digital circuit. Which means there is a component in the bulb housing to convert the ac to dc.
More expensive bulbs use a full-wave "LED rectifier" circuit, very cheap chinese-copy bulbs will use the cheapest and simplest components with a "linear driver" that will cause visible flicker and fail faster. https://www.manufacturer.lighting/know/39/

As for the T8/T12 fluorescent tubes, they need to rewire the ballast of each unit before replacing it with a LED tube, or else they will fail. An electrician will know that. http://www.electrical101.com/direct-wire-dual-ended-led-tube-lights.html
