Flash mobs have become a global phenomenon. After starting out as an oddity, they quickly turned into a tool for organizing people with a cause or for inciting chaos. CBS News correspondent John Blackstone reports that some cities, like San Francisco, are cracking down.


A black conservative organization is praising the mayor of Philadelphia for his get-tough attitude in dealing with violence perpetrated by young blacks in his city.

Philadelphia, like other large cities, has been plagued by the "flash mob" phenomenon -- groups of youth that are responsible for the epidemic of random and rampant crime and violence.

But Mayor Michael Nutter has taken steps to deal with the problem, including imposing a 9:00 p.m. weekend curfew for youth under the age of 18 and delivering a stern lecture to the city's youth and their parents about dignity and values and how they relate to success.

"He is coming with a stern grown-up message that [is] devoid almost entirely on the left," reports Jerome Hudson, a spokesman for Project 21. "And I think that that's why he's gotten so much traction -- because he is a liberal Democrat."

But unfortunately, Hudson says Nutter's message is not being echoed by prominent black leaders.

"You're not going to get the message that Mayor Nutter gave from the man who just happens to be the first black president. You're not going to get that stern message from the Congressional Black Caucus. You're not going to get it from liberal activists," he laments. "Jesse Jackson is touring cities, talking about voter registration laws. In the meantime, generations younger than him are just pillaging through their own communities."


While he admires what Nutter is trying to do, the Project 21 spokesman concludes that "ultimately, the transmission of self-control and self-respect can only come from inside the home -- not city hall."
