Also have seen people towing their circuit cars on the road with just an on tow sign so basically you could do what ya want and if you get caught then you have to worry. Also, I think your budget should be raised a tad bit.
Say maybe 20k or so to cater for a better condition.

Cheaper the car, the more rust/filler issues you will have.
