I find it hard to believe that a company like superpharm would sell an illegal item of their shelves like any regular consumer product...

not sure if it's the same as i remember but i believe they reserve a quantity of numbers (usually the 1st couple hundred) in every series for government vehicles and at the end if they are unused or unassigned they can be issued to public purchases.

Maybe that's the case here....
