Possible. But I prefer it to be active, so fail over is automatic.
It's kinda nice not to have some calling at midnight via a Sat phone to say the network is down.

Sixt is a good option.
Rented a Rav 4 with them through Expedia and got a free upgrade to a pathfinder.
BTW it drinks gas like juice, 2.5 days in and it's almost half tank.

The 200 usd hold seems to be norm for years, so budget accordingly.
