For them to get the financing the investors providing the financing will bring in competent persons to run the refinery. Yup I remember this. There was a next story around this time where I guy to some piece of farm equipment and covered half of the mayor's office with fresh cow manure. I think there was like 2 feet of manure outside the front door and it was all over the walls.
