Starter brushes could be worn if its an older starter, if its accessible you could try bridging the starter solenoid terminals with a screwdriver to see if it at least turns (sparks might fly). Cortinas assembled locally seemed to have a lot of leakage problems which caused moisture to attack the floors. I tracked each of them down in ours and stopped them but the damage to the floor was done.
