Mr Toolsie in Claxton Bay at the base of the hill past Cara Suites heading toward Sando had some good Mini parts but haven't checked him lately.

Usually if you push back or remove the tensioner you should get enough slack to slip it off the camshaft pulley.

Starter brushes could be worn if its an older starter, if its accessible you could try bridging the starter solenoid terminals with a screwdriver to see if it at least turns (sparks might fly). Someone I know has a similar problem from time to time with the inhibitor switch and gear lever in his car...

Cortinas assembled locally seemed to have a lot of leakage problems which caused moisture to attack the floors. I tracked each of them down in ours and stopped them but the damage to the floor was done.
