It could be a loose pipe or a phenomenon known as water hammering. Either one will likely lead to a broken pipe or fitting.

If it's water hammering, you can buy a water hammer chamber or you can install a section of vertical pipe sealed at one end close to the pump outlet.

Separate utilities are often the norm. Lighting requirements and hours of operation are typically written in the terms of the lease.
