Nah, the surf would have been the easier option.
But you already have the S14 suspension, best be is to message those guys I mentioned and hear what they have to say as both has fab shops that build cars.

You should have just gotten a Hilux Surf diff and re drill the rotors and axles to 5X114*3.
You can PM Red Dawg on the forums, he will be able to do the install of the IRS I think.
Also PM Team Loco, not sure if they also do this as well.

What front suspension you running?

Nope. Ministry of transport rarely ever issue new rights.
And yes, you pay the installment even while you wait. Heck you get the loan approved and by the time you actually have a road ready Maxi (all paper work in order etc) your first installment will be due.

You can only apply for a pass after you have purchased the Maxi. You will be required to visit the Route 2 Maxi Taxi Association and they will give you all required information.
