yes is the CNG fault.
especially as CNG is even less flammable than gasoline, yuh done know d CNG cause that fire.
could never have been any other factor, what the truck was totiing? the general upkeep of both vehicles.

amm....u do know that even a car equipped with gasoline is still likely to catch a fire and explode following an accident depending on how serious it is and if fuel lines are ruptured or the gas tank punctured right?
