WTK:Almera instrument panel: conversion

Can a japanese instrument panel be converted to work on the singapore model. If so, can any one recommend a good electrician?

I was told wiring is different, the Singapore model goes up to 220km while the Japanese goes up to 180km.

yeah tuners, thinking about buying a Japanese electronic Almera panel to install in my singapore Almera. Any one know an electrician who can do this?
