Dog runs into car. Who pays to fix vehicle?

So while driving a dog ran into the road and hits a car which resulting in a dented bumper and a broken license plate. The persons who witnesses identified as the owner refused to acknowledge ownership of the dog (even though the dog was later the man's yard). On passing the house again, the SAME DOG rushed the car again.
Question: Under our law, who pays to fix the vehicle?

Speak to your insurance and see if you are covered in the accident by hitting the dog....if not put the owner of the dog in court for he damages.
