Consider with all the driving, vibration, cornering, uphills, downhills, refills, gas swishing about, any sediment in the tank is always being stirred up anyway, regardless of fuel level.
Consider also that the fuel pickup is at the very bottom of the tank, and even if stuff is allowed to settle, your pump is sitting in sediment all the time anyway. The pump doesn't sit four inches off the bottom like a water tank outlet pipe.

As a point of reference for future changes, all fluids, filters and belts on a newly purchased used car should have been changed anyway so you know when the next change is near.
------------------------------------------------
If the fuel filter has to be changed, it just does, but hardly likely because you let the tank run low a couple times.
I change mine every 10,000km and I run the tank 'til the gas light comes on all the time. I cut them open a couple times too and realized I could have gone longer, but say what.
If you want to see for yourself, in a well ventilated area, the next time you're below half tank, lift the back seat, unscrew the cover, unbolt the pump assembly and see for yourself if there's any sediment.
