Help: Fuel Leak

Hey guys i have an 04 Subaru Impreza TS Peanut eye model. I have noticed when i fill up my tank that there is a strong gas smell from the rear seat and trunk. I decided to open the tank cap in the trunk and noticed that there was a large wet spot on the tank cover near the rubber studs if that what they are (circled in red). I cleaned up the top of the cover before i took the picture. The middle of the cap where the hoses are were dry everything seem to come out of the rubber studs and leak over the top of the cover. How do i go about fixing this leak? Is this normal when you overfill?

Also does anyone know how this hose clip works or what its for? It has a lot of play on it and not sure if gas is coming out of here but am not sure how to secure it.

From watching the last pic the other hose clip. You need to take a pliers and squeeze the clips together and it will open out, best to replace with the hose clip with the screws if it has play. The hose clip you circled however looks like an adapter because the hose comes in before as far as I am seeing in the pic. It could be leaking at the hose point if its slack and settle on the black spot you spoke about. Another thing it could also be is the O ring seal has damaged and needs to be replaced.

What you can do is start the vehicle and monitor the hose and see if it leaks. One hose will be out to engine and other will be a return line.

The clip should be snug but not dead tight. If its not leaking with the engine on then leave it alone.
The rubber studs are part of the rubber gasket that seals the cap. Ive had that go bad on a forester before.
New gasket, no leaks.

I do believe that it's the gasket because it did look like it came out of the rubber studs. Is this gasket sold or can I use silicone or some adhesives?
