not really, weather is a prediction. There are percentages of the predicted conditions occurring or not.

since that flood, ppl tune generally change yes
normally ppl vex met office got it wrong and wanted the rain and some excitement

Tropical storm formed over Cuba....first time I saw something form so close to land just like that....heading over cuba and towards Florida ...
