From her story i assume that she is a single mom.."his dad calls on the phone" and sometimes different people pick him up from shool..a cell phone makes sense with the restrictions that she has outlined...maybe she does not have a land line. Another thought is how he got the number..i'm thinking maybe a parent of one of his classmates has a fetish as sick as it may sound
In this day and age a child who goes out in public without a parent by his or her side 24/7 needs a cell phone. Of course a parent can apply for limited usage of the phone within any family plan offered by service providers. The cell phone can be set in such a way where the child can only be allowed to dial or receive calls from specified numbers.
