Need advice on how to create a data set from an aerial photo using arc gis

you need to geo-reference that aerial image before it can be used in any GIS software.

Use ground control points for referencing / scaling etc.

There is a routine in GIS - it'll give you the resultant errors IIRC.

From there, start digitizing the stuff you need in different layers....

what "data" set you talking about? roads, rivers, networks?

step one in what 16cycles correctly identified as your process ,is the most important aspect of the process

Not to bum your thread man..

But could you georeference the aerial photos in autocad or is it not accurate enough?

What other software can be used to georeference the photos?

Yeah you can geo-ref in ACAD (orient, scale) etc

just in some applications, its required that you provide geo-ref details as part of meta-data -

its up to the OP's use to determine what's acceptable and what's not...
