On Monday north bound on the HW Couva, saw 3 NHSL s76 leave one after each other.....really cool ..love those s76

Sounded more like a really low flying plane than a chopper to me (also in arouca). Actually shook stuff in my house....

Yes they are d s76 and aw319 are operated they fly over me like every day

Hinds: Air assets being repaired


ACTING National Security Minister Fitzgerald Hinds says one of four grounded helicopters is expected to be serviceable within the next month.

He was responding to a question in the Senate on Tuesday from Opposition Senator Wade Mark who asked about the prolonged grounding of four AW139 helicopters and two C-26 fixed wing aircraft which has severely affected the ability of national security agencies to conduct air surveillance and provide a rapid response to reports of crime.

Hinds replied the two C-26 fixed wing aircraft have not been grounded but continue to be utilised for: search and rescue, intelligence surveillance, general support to law enforcement, reconnaissance and troop transport.

He reported, given the extremely high cost of maintaining the AW139 as military helicopters at over $150 million per year, the helicopters were grounded in June 2017 and transferred for approved maintenance organisation purposes to the National Helicopter Services Ltd (NHSL). He said this transfer allowed for the conduct of flyable preservation maintenance for three of the aircraft and the fourth in long-term preservation.

“Based on the work done by NHSL, it is now expected that the first helicopter will be made serviceable within the next month with two more helicopters following shortly thereafter.”
Hinds said the fourth helicopter requires the most maintenance as the aircraft was grounded in October 2016 for major repairs to its tail boom due to corrosion. He reported the Air Guard continues to work assiduously with NHSL officials towards returning the four helicopters to full operational capability in the shortest possible time frame.

The issue of this country’s air assets came to the fore earlier this month during the search for eight prisoners who escaped from the Remand section of Golden Grove Prison in Arouca. An NHSL helicopter was used for the search and had to make an emergency landing in Windy Hill, Arouca.

On Tuesday, Hinds was also asked by Mark to respond to recent reports of a severe shortage of Fire Service vehicles to assist residents in Northern, Central and Southern Divisions.

Hinds said he was not sure which source, or sources, Mark got his reports from but the Chief Fire Officer and his division has advised “that there is absolutely no shortage of Fire Service vehicles.” He said all stations are manned with the exception of Santa Cruz, Woodbrook, Morvant and Rio Claro and “for these adequate coverage plans are in place.”

Hinds said there are delays with repairs due to the long lead times required to procure spare parts.

“This work is ongoing but there is absolutely no shortage in the context of the reports that are reported to us by the honourable Senator.”

Mark asked how soon spare parts will be sourced and Hinds replied “as soon as practicable” and urgent attempts were being made to source them.

In March acting Chief Fire Officer Kenny Gopaul said at least half of the fire trucks had broken down and it was costly for the cash-strapped Fire Services to have them serviced and repaired.

sikorsky have a few variants based on this design coming. itll be awhile for a civil helicopter though.

State loses US$10m appeal over maintenance of helicopter fleet

The Of­fice of the At­tor­ney Gen­er­al (AG) has lost its ap­peal over a US$10 mil­lion law­suit for the main­te­nance of the Air Guard’s he­li­copter fleet.

De­liv­er­ing an oral de­ci­sion at the end of a brief ap­peal at the Hall of Jus­tice in Port-of-Spain yes­ter­day, Ap­pel­late Judges Gre­go­ry Smith and An­dre Des Vi­gnes ruled that High Court Judge Ava­son Quin­lan-Williams was cor­rect to award a de­fault judg­ment to Cob­ham He­li­copter Ser­vices Lim­it­ed in May.

Smith and Des Vi­gnes agreed with Quin­lan-Williams’ de­ci­sion to re­ject claims from the AG’s Of­fice that the con­tract was not valid at it did not re­ceive ap­proval from the Cen­tral Ten­ders Board.

Both judges agreed that the con­tract was ex­empt as it fell un­der Sec­tion 20A (1F) of the Cen­tral Ten­ders Board Act, which does not re­quire board in­volve­ment for goods and ser­vices to be pro­vid­ed to the T&T De­fence Force, with Gov­ern­ment ap­proval.

They ruled that even if the con­tract was not valid, the State was still ob­lig­at­ed to pay as it had ac­cept­ed goods and ser­vices which it had re­quest­ed.


“Once you ben­e­fit­ed, you must pay,” Smith said.

As a re­sult of the de­ci­sion, the State was or­dered to pay the Unit­ed King­dom-based com­pa­ny US$10,638,000, as well as its le­gal costs for bring­ing the law­suit.

In March 2017, the Min­istry of Na­tion­al Se­cu­ri­ty en­tered a two-year con­tract with the com­pa­ny to pro­vide main­te­nance and tech­ni­cal sup­port for four Au­gustaWest­land (now Leonar­do He­li­copters) AW139 twin-tur­bine he­li­copters, which were ac­quired in 2009 and as­signed to the Air Guard.

As the com­pa­ny be­gan to pro­vide the ser­vice, the min­istry sought to re­duce the length of the agree­ment to a year.

The com­pa­ny even­tu­al­ly can­celled the con­tract af­ter it was paid on­ly a por­tion of the agreed fee.

In an­nounc­ing the de­ci­sion to ground the fleet in June 2017, Prime Min­is­ter Dr Kei­th Row­ley sug­gest­ed that main­te­nance costs were too high.

“We are not with­out he­li­copters. The Na­tion­al He­li­copter Ser­vice is there and we must ask why is the Na­tion­al He­li­copter Ser­vice is not play­ing a role? But we can­not con­tin­ue pay­ing $200 mil­lion for a for­eign com­pa­ny to main­tain the he­li­copters for 12 months. Clear­ly, at a time when we don’t have mon­ey, we have to look at oth­er al­ter­na­tives,” Row­ley said.

Cob­ham sued the State in No­vem­ber, last year, and the AG’s Of­fice missed two suc­ces­sive dead­lines to file its de­fence.

Around the same time the com­pa­ny filed an ap­pli­ca­tion for the de­fault judge­ment, the AG’s Of­fice sought a third ex­ten­sion on its dead­line as it claimed that it was de­layed as it was mov­ing from Ca­bil­do Cham­bers at St Vin­cent Street to its new of­fices at the Gov­ern­ment Cam­pus Plaza in Port-of-Spain.

The ap­pli­ca­tion was re­ject­ed by Quin­lan-Williams as she point­ed out that the sec­ond dead­line was on the same day as the start of the mov­ing ex­er­cise.

The com­pa­ny was rep­re­sent­ed by Bronock Reid and Ke­shav Ba­hadurs­ingh. The AG’s Of­fice was rep­re­sent­ed by Deputy So­lic­i­tor Gen­er­al Neal Byam.

National security pilots got paid $80,000, sources report

National security helicopter pilots were being paid double the standard market rate for their services, which led to the closure of the air support division of the Strategic Services Agency (SSA), ministry sources told Newsday on Saturday.

Sources said the previous arrangements with pilots that was put in place in 2014 were not sustainable and claimed the salaries of some pilots were much higher than market rates, an estimated $80,000 per month well above an international average.

Newsday contacted National Security Minister Stuart Young who said while a multi-agency air unit is being established, there were alternative arrangements in place to support the efforts of the police in the crime fight.

While he did not specify what these arrangements were, he said the new unit is expected to be managed by the Air Guard "very soon."

Concerns were raised when the SSA air division was shut down on December 31, and some 30 employees were sent home.

The division was once named the National Operations Centre and was part of Police Commissioner Gary Griffith's security plan when he was the national security minister under the People's Partnership (PP) administration.

Young told a Standing Finance Committee of Parliament last year that a new air unit will be coming but didn't say when.

On October 18, Young said the unit will provide support for the operations of the police, Defence Force and intelligence agencies, and will involve the use of helicopters and drones.

He also said the four Augusta Westland helicopters were grounded as a result of poor maintenance under the PP government.

Helicopter pilot freed of cocaine charges

A helicopter pilot who was charged with possession of cocaine trafficking in 2016, has been discharged by a Port of Spain magistrate.
Tonya Dalmada was before Magistrate Rehanna Hosein charged with possession of cocaine valued at approximately $1.3 million on July 24, 2016.

It was alleged the cocaine was found in her apartment at Crystal Gardens, Van Buren Avenue, Diego Martin.
At the end of the trial, Hosein held that both the prosecution and defence had agreed that Dalmada needed to show that the drugs were there without her knowledge and consent and found her to be a very credible witness.

In dismissing the charge, Hosein found that the prosecution’s case raised too many questionable circumstances, including a previous search by police where nothing illegal was found; an informant who was never investigated and who suggested to the police what time they should go to her house.

In closing submissions, Dalmada’s attorneys, Gilbert Peterson, SC, John Heath and Lee Merry, urged the court to consider if the prosecution had made out a prima facie case so that the “deeming provision” of the Dangerous Drugs Act was applicable.
The “deeming provision” deems a person, who occupies or controls a building where a dangerous drug is found, to be in possession of the property unless they can prove the drug was there without their knowledge and consent.

Dalmada’s attorneys argued that the shifting of the burden on the defence had not been established by the State.
According to her testimony, shortly after she got home on July 24, 2016, police came with a search warrant. It was their second visit as four days earlier, they also searched her apartment but found nothing. She also spent the next night at her parents’ home.

On searching her son’s room, police allegedly found packages of cocaine, wrapped with duct tape, in a cupboard. She told them she never saw them before and did not know how it got there.
In testimony, Dalmada said earlier that day she received a call from a close male relative who wanted to meet her. She also received several missed calls from him and testified that the request to meet specifically at the apartment was unusual. He never turned up. Instead, the police came.
