Was watching that board too u know but I had already buy the graphics card which is an asus rog model so wanted to stay within the rog theme...those Aorus boards are really something else tho

Asus has the best bios but they kind of dropped the ball with the vrms on the z390 - not that it bad but compared to its competitors, it is a bit lackluster.
This is a tier list from overclock.net has the F model okayish.

Silicon Lottery also has a QVL list for their binned CPUs and it seems like only the top Asus boards made it.

If you don't plan to overclock, then it probably don't matter which one you buy na.
For CPU cooler, it really will depend on your CPU, if you plan to overclock and what you plan to do with it.

I am currently using an Arctic cooling Freezer i11 which is a compact air cooler with a 92mm fan
I still have my xigmatek dark Knight (120mm fan) and a xigmatek prime sd1484(140mm fan) tower cooler
They all work well but as was alluded to, you have to know what you are using the cooler for. I just want to hear as little fan noise as possible on stock clock speeds

if i not mistaken intel turbo boost is an internal feature of the processor itself and there's no way to stop it via windows
you'll have to go into the bios and turn the feature off
