The usual street racing suspects were congregating around Cumuto Road / C-R Highway intersection last night. Then there was some really idiotic parking in the Piarco area for some fete. People were parked on the highway shoulders, and even on the raised median. It was ridiculous last night.

um.... k well don't blame the govt, and when you/wife/children whoever driving, is obeying the speed limit (80km) or slower....

and a drunk driver/penal indian comes barking around the corner (NOT OBEYING the speed limit) and ramps the median, and lands on UR car crushing EVERYONE and killing them INSTANTLY, you'll blame the driver for not obeying the rules of the road. and at the funeral you'll say: "if the bar didnt open to sell the indian that last bottle of puncheon to make him do that sheit"

speedlimit or not, all the highways i've ever driven on in: NY, Canada, FL, England all have barriers....and ALL have SERIOUS battle scars....oh well....

Listen, the reason these barriers have not been erected yet is because the Ministry of Works is of the opinion the traffic police should do a better job of law enforcement of the road.

Their argument is that they have limited funds (apparently) and that idiotic trinis need to learn to drive the speed limits. They say they design roads for an unofficial 100km speed limit. Anything over, accidents will happen.

Fine......that said, just because the other people prefer to keep the dangerous fog lamps of the roads.....that does not give you reason to not put up barriers between lanes.

Priorities should be revised......road accidents kill almost as much people as murders every year and should be treated urgently.

For those trying to play the blame game, we weren't there and we don't know what really caused the accident.

Yes the civic did cross lanes and would be likely culprit, but if someone hit him from the side or behind that could easily cause him to lose control and end up on the other side (no pun intended).

Steps to BETTER and SAFER roads

Image
Rumble Strips and Stripes
Grooved sections loudly announce when tires veer off course. Shoulder strips lower crashes by some 20 percent on freeways.

Image
Safety Edge
Paving a gradual 30-to-35 degree slope to a road's edge helps prevent the notoriously dangerous rollovers and crashes that occur when a tire inadvertently strays over a steep edge.

Image
Median Barriers
Used to separate opposing traffic on divided highways, these concrete or metal barriers have a long track record of reducing cross-median collisions.

Image
Turning Lanes at Stop-Controlled Intersections
At major intersections, lanes reserved for right or left turns can dramatically reduce crashes -- in some cases, by as much as 48 percent.

Image
Solar Powered Signs
Flashing LED signs call attention to what's important.
Larger, More Legible Signs
Easier to read and understand at highway speeds, jumbo stop signs measure four feet by four feet.

Image
Highway monitoring
Enforcing highway laws can only be done with good detection tool and tools to assist with prosecution

Why are we blaming someone's action, wrongful judgement, irresponsibility, supposed recklessness and ignorance on someone else? The someone else being the government.

Yes there are not medians/barriers, but if I drive like an idiot to the highest order, cross the median and put some innocent commuters lives at risk, who else is there to blame for that but me?

I seeing some extremely nonsensical justifications in this thread.

Stop looking all over the place for excuses.

That particular area, how many of the trees gone?
How many of the lamp posts gone?
If there were barriers at the bend, and maybe a 100 metres before, and after, would this car have been able to cross the median?

So ur implying that if there are barriers, u will survive an accident? and thus one can drive in any manner? :?

As several tuners have said here, the total ignorance of trini drivers astound me everyday....men going up on shoulder at 100kmph....men cutting in and out brisk brisk in traffic....we can all go on and on...

..guess ppl find it easier to blame government and wash hands of responsibility...and go back on de road and eff up someone else and laugh in dey rearview.. *sigh*

Express REport. Pretty Acurate. If true then the officers accompanying Kangaloo were not "Too worse" for wear..

http://www.trinidadexpress.com/news/4_D ... 39025.html

Image

FOUR PEOPLE were killed instantly when the car they were travelling in crossed the median along the Churchill-Roosevelt Highway in Trincity and collided head on with a vehicle carrying acting Chief Justice Wendell Kangaloo yesterday.

Kangaloo underwent emergency surgery at the Eric Williams Medical Sciences Complex in Mt Hope for a head injury and remains in critical condition at hospital.

Acting Prime Minister Jack Warner was among the scores of well-wishers who turned up at the hospital to offer support to the Kangaloo family. Several judges and relatives of the injured judge were also seen at the institution.

Kangaloo's sister is former People's National Movement MP Christine Kangaloo. She was too distraught to speak to the media yesterday.

Chief Justice Ivor Archie was expected to return yesterday from an official trip to New Jersey, USA.

The accident occurred around 5.30 a.m. as Kangaloo, accompanied by two members of his security detail, Cpl Terrence Fortune and PC Marvin Caesar, both assigned to the Special Branch, was heading to Santa Rosa Park, Arima.

A spokesperson from Police Traffic Branch said the accident has taken the road fatality toll to 70.

The incident occurred in the vicinity of Savannah Drive, between the Trincity and Orange Grove intersections on the east-bound lane.

Fortune and Caesar also suffered injuries and were taken to hospital for treatment, police said. Fortune, the driver of the black Toyota Prado SUV, was treated and later discharged from hospital while Caesar was expected to be discharged last night.

Prayers were being offered by members of the legal and judicial fraternity for Kangaloo's speedy recovery.

Police identified three of the four victims, who were travelling in a white Honda Civic.

They are Ryan Ramtahal, 25, of Industry Lane, Belmont; Jeremy Soyer, 24, of St James; and Jovaughn Spencer, 22, of Braithwaite Street, Belmont. The other victim, a woman, has not been identified by police.

Police said Ramtahal, the driver of the Civic, was heading home after attending a party at the opening of a new nightclub, The Status Nightclub, formerly known as The Living Room, in Arima.

Minutes after the crash, several ambulances, as well as fire officers from the Tunapuna Fire Station responded to render assistance. Several Special Branch officers and personnel from the Guard and Emergency Branch were also seen at the accident site.

Kangaloo, Fortune and Caesar were taken to the Arima District Hospital, treated and subsequently transferred to the Mt Hope facility. Court Protocol and Information Manager Jones P Madeira, who lives in Arima, accompanied Kangaloo to Mt Hope in the ambulance. The firearms the officers were carrying were secured by their colleagues.

Dismembered body parts of the four victims were strewn across the highway, along with several parts and pieces of the car which were torn apart upon impact.

After Kangaloo's SUV and the wreckage of the Honda Civic were brought to the Arouca Police Station, Ramtahal's mother and a male relative, showed up at the station.

Police said the woman informed them that she heard of an accident on the news and had been trying to contact her son who did not return home yesterday.

The woman was told by officers that they had found identification of her son at the scene of the fatal crash and they believe he may have been one of the four victims.

She was taken to the back of the police station by acting Insp David, where she identified the wrecked Honda Civic.

Among the officers who visited the scene were Supt Garth Nelson and Insp David of the Arouca Police Station. Nelson is probing the incident.

I see sarcasm is dead and buried.

RIP to the victims. People please be careful out there, too often we have all seen accidents and dead people strewn across the highway.

Regardless of what is put in place by the gov't WE still need to take precaution.

Trainer: He was coming to see his horses work out
By Glen Mohammed
Story Created: May 20, 2012 at 11:43 PM ECT
Story Updated: May 20, 2012 at 11:43 PM ECT
ACTING CHIEF JUSTICE Wendell Kangaloo was listed in a critical condition after surgery at the Eric Williams Medical Sciences Complex yesterday.
Kangaloo was involved in a two-vehicle smash-up along the Churchill- Roosevelt Highway shortly after 5.30 a.m. on his way to see his horses exercise at Santa Rosa Park, Arima.
Kangaloo, who in the rear seat of the black Toyota Prado SUV, driven by a police officer, suffered an injury to the left side of his head, which caused a haematoma (blood clot or collecting of blood) in his head, which needed to be drained, sources close to the family said.
Doctors said the haematoma could have expanded and cause compression to the spinal cord and would have affected the cardiac centre, which controls respiration. The operation procedure lasted about two hours, the Express learnt.
Police said Kangaloo was not wearing a seatbelt and his body was flung violently forward upon impact.
Kangaloo, a former president of the Arima Race Club (ARC) and race horse owner, has not been seen at gallops for the past three weeks because of his hectic work schedule, sources close to the judge said.
His trainer Terrence Thomas, who was waiting on Kangaloo at Santa Rosa, related the events to the Express. "He is usually very prompt when he is coming to see his horses work.
"If he says he is there for six, he will be ten or five minutes before that time, and would call me when he is driving into the (Santa Rosa Park) car park. When it was 6.02 a.m., and I did not see him, I called his phone and he did not answer, but we have an understanding when I hang up he will call me back."
"However, he didn't call back, and I got worried," Thomas said.
"Van driver Robbie, who has a sister who is a lawyer and lives near to where the accident happened, called him and told him that Mr Kangaloo's vehicle was involved in a bad accident."
Yesterday Santa Rosa Park was abuzz when horsemen learnt that Kangaloo was involved in an accident, and all were praying for the Acting Chief Justice's speedy recovery.

RIP and speedy recovery to all involved

d thread has a lack of csi-ing to me.

and i tryin to understand what agorn on in dis incident

for d civic to end up in pieces like this (bonnet uncrumpled) it means d prado just ran through the middle of the vik right?

so it could be that at that famous bend, the median got clipped or sumn, car fishtailed, crossed median and ended up perpendicular to the prado, and in front of the prado.

it means prado was clocking too? to buss tru a car like that.

and guys we know the report but is it possible for another senario to happen (prado crosses median and runs through the middle of the civic)

4 DEAD AFTER CLUB OPENING
By Newsday Staff Monday, May 21 2012

click on pic to zoom inJUSTICE of Appeal Wendell Kangaloo is in critical condition at the Intensive Care Unit of the Eric Williams Medical Sciences Complex following an accident on the Churchill Roosevelt Highway in the vicinity of the Orange Grove Estate, early yesterday morning.

Kangaloo, 56, the most senior Appeal Court judge was acting as Chief Justice in the absence of CJ Ivor Archie, who returned to the country late last night. He sustained head injuries and was said to be in a coma yesterday.

A statement from the judiciary said Kangaloo underwent emergency surgery and was transferred to the ICU where 24-hour monitoring facilities have been established as doctors continue crucial post-operative care in their efforts to stabilise him.

Kangaloo was on his way to the Arima Race Course, in Santa Rosa, where he has been president, when a car, heading west, crossed the median and crashed into Kangaloo’s official vehicle, driven by one of his security officers.

The four occupants of the other car were killed on impact and eyewitnesses said their limbs were severed in the impact.

Three of the dead persons were identified as Jovaughn Spencer, 22 of Willis Street, Belmont, Ryan Ramtahal 25, of Industry Lane, Belmont, and Jeremie Soyer, 24, of St James.

The fourth victim, a woman, remained unidentified up to press time. Police reports revealed that her body was cut in two.

Two officers, Corporal Terrence Fortune and Constable Marvin Caesar, who were in the vehicle with the Acting Chief Justice at the time of the accident, sustained less serious injuries. Fortune was released from hospital this morning while Caesar was due to be discharged late yesterday.

Fortune was driving the official vehicle, while the acting CJ was seated in the back of the Prado SUV.

In its statement, the Judiciary noted, with extreme regret, there were four fatalities and added that CJ Archie was kept abreast of the situation throughout the day yesterday.

Eyewitnesses told Newsday, several motorists stopped to assist Kangaloo and his security detail as well as the victims of the Honda Civic.

They said the limbs of the four victims were scattered inside the car. The four were said to be returning from the opening of a nightclub in Arima, when the accident occurred.

Ramtahal’s relatives said they were still trying to come to terms with the young man’s death.

His mother, Natalie Reyes, was inconsolable. Ramtahal, an only child, worked at American Stores in Port-of-Spain as a loader. He was described as someone who kept to himself.

Relatives told Newsday, his pet dog “Mischief” cried for most of yesterday. Ramtahal was the driver of the Honda Civic.

Reyes said her son was not a limer but was contacted by friends at about 1 am and asked that he accompany them to a lime. He agreed to go.

When her son did not return home, she said she began making calls and was told of the accident in the Trincity area.

She was told to go to the Arouca Police Station where she identified her son’s car.

“I was speechless, lost for words because I could not believe that the car which I had just purchased for my son was crushed like a piece of paper and I could not believe that my child was dead.”

She said she was told she could see her son’s body today at the Forensic Science Centre, where an autopsy will be performed.

“I am still in a daze because my son was such a good, decent person, a good driver. I can’t understand what happened there,” she insisted.

Soyer was also described by relatives as a law-abiding and upright citizen. His girlfriend,

Simone Willis, said he told her he was going with friends to Arima and when he did not return home, she too began making calls and was told of the accident.

She said she and other relatives began calling police stations and while at the EWMSC they were told that Spencer’s body had been taken to a funeral home in Arima.

She told Newsday, Soyer was a kind, loving and hard working person who loved his four-year- old son, Jardel. She is not sure how to tell him his father is dead.

Ornella Clarke, Spencer’s girlfriend, held back tears as she looked on at the wreckage of the car.

Clarke said she too does not know how to tell their son, Jaheim, who is three years old, that his father is dead.

“That child is very close to his father and this is all like a bad dream.”

She said Spencer was not a limer and she never believed he would be taken from her so soon.

She said they were childhood sweethearts. “This is really painful and I also feel sadness for the relatives of the other victims who are going through what I am experiencing now,” she said.

Spencer worked at the Port-of-Spain City Corporation.

Police said it is believed that the three men met the female occupant at the nightclub and were giving her a lift when the accident took place.

In a brief telephone interview with Newsday, Caesar said everything happened quickly and all he recalled was seeing the car in front of their vehicle. He then suffered a blackout. He is thankful to be alive and was praying for Kangaloo’s speedy recovery.

As a police officer with ten years’ service, the former soldier cautioned drivers to maintain the speed limit on the roads and also urged them to stop drinking and driving.

Fortune, who was driving, was said to have told the judge’s relatives at the hospital, “There was nothing I could have done,” he said. “Justice Kangaloo ended up on top of me.” He escaped from the crash with a cut on the knee and appeared visibly upset.

“The poor driver (Fortune) was in a state,” one person who saw him yesterday said. “He was very very upset. He kept saying ‘There is nothing I could have done’.”

One of the occupants of the car, who spoke to a group of judges who visited the EWMSC, recalled that Kangaloo was sitting in the back seat and had declined to wear seatbelts. It was said that Kangaloo “flew over” the driver and his head may have made contact with the dashboard of the car at the point of impact.

Acting Prime Minister Jack Warner visited the EWMSC yesterday. He said he spoke with Prime Minister Kamla Persad-Bissessar she asked that he ensures that everything be done to ensure Kangaloo’s speedy recovery, even if it requires treatment abroad.

Speaking on the road carnage, Warner said, “It is more a matter of self discipline than erecting more barriers on the roadways because drivers know what the speed limits are and it is up to them to adhere to regulations.”

“This accident should be a lesson to motorists on how to use the roadways,” he said, as he extended condolences to the families of the four victims.

Acting President Timothy Hamel Smith told Newsday he was very distraught when he heard about the accident and was preparing to visit Kangaloo but was advised not to do so since visitors were being restricted.

“I was told that it was not an appropriate time to visit. It is horrible. There is a far wider repercussion at this time and it is for intervention because of recklessness on the roads. It has reached a point when enough is enough and hopefully one good thing may come out of this, both in terms of peoples’ attitude how they drive on the roads and police enforcement.”

He said he last saw Kangaloo on Thursday, “just imagine somebody who was vibrant and full of life on Thursday could be in danger.”

Hamel-Smith said he is praying for Kangaloo and his family.

Tertiary Education Minister, who attended Presentation College, San Fernando, with Kangaloo was also at the EWMSC yesterday, so too Sasha Cosmetics boss Kama Maharaj, who also worked with Kangaloo in the racing fraternity.

“I want to extend my best wishes for a very speedy recovery,” Karim said. Among those at the hospital yesterday were Justice Prakash Moosai, Justice Carol Gobin, and Justice of Appeal Peter Jamadar, and others.

Yesterday’s accident has also raised questions about the size of the Acting Chief Justice’s police escort.

Retired Chief Justice Satnarine Sharma yesterday said during his tenure he would travel in one car with two officers, escorted with another vehicle. However, he said, he understood that this practice had been “cut down” subsequently.

Retired Chief Justice Michael de la Bastide noted that a police escort is not mandatory and may not be used at all times, depending on the exercise of discretion of the judicial officer involved.

“Usually you had an escort which travelled ahead of you in a separate vehicle and were accompanied by police in the main vehicle,” he said. He noted there may be instances where the Chief Justice or the Acting Chief Justice go about personal business without a full escort.

“I don’t think it was mandatory to always have a full escort,” he said. “For example if you wanted to go about your personal business there were options.”
