OWTU not allowing them to continue work until retroactive payments are made to all employees on the Project.
Project was under-bid and workers under-paid.

So, if the project was under-bid, why was it awarded to them? Any sensible tender evaluation committee would know that problems will be encountered if a contract is awarded to an entity who has obviously come in with a low bid to win the job.

Surprising the Petrotrin Officials involved with the tendering process are no longer employed or sent home packing...

It's Petrotrin.. that says it all

Same thing was done on the CCR Plant they built before this ULSD Project. Same Petrotrin people were involved.

In a perfect world eh....

Sorry to say that many companies have some strange practices.

An example: Go to all of the bidders and chissel all of them down on all of the scope points based onthe lowest bid.... see who are desperate and beat them some more. See what they can loose in scope and still complete the job. Go back to the lowest bidder and make him cut out what others beat him on price and schedule for specific scope points, ignoring any obviously underbid points. Cut out supervision, management and reporting scope from lowest bidder contract to a minimum, give them a contract with obvious scope creep.... tell them that was part of the original plan and they should have caought those under some BS clause like "contractor shall supply fully operational system". Hire two extra managers to "manage the contractor to excellence" (yup, those exact words I heard).

That is how the Germans do it... (who in the industry already know who I am talking about... but I not saying nutting.)

That is nothing compared to how the Japanese squeeze contractors. If you deal with them on commercial issues, they will make you wish you could get a katanna and disembowel yourself. They don't even care about littigation... and they are NEVER wrong... Want to sink a billion dollar project, Tell a Japaneese supplier that they made a mistake in ordering a bolt in a way to make him lose face... they will defend an obvious mistake to the ends of the earth. Hint it to him and give him a chance to correct it unnoticed (as in ship it in as a spare at your cost) and he will give you preffered prcing for the next 20 years on big ticket items... based on a handshake... no paperwork required.
