ill cut the chase. the most common LEGAL way to come out of poverty is to monetize a product or skill. u develop sumting that other people are willing to pay u for. most times, to develop that by education or skills training. that will come from education or skills programs.
so, if the unc areas are the poorest, and govt cutting back on education and vocational sponsorship, then it would disproportionately limit the opportunity for those people to expand academically, and lift themselves out of poverty.

Basically....government essentially writes a blind check to any education facility gate approved.
Is simple maths. Without gate, each student has to pay their own tuition. So let us say that you have 10 students each paying 10k a year in tuition. That is 100k there without any gate. Some may drop out due to lack of funds and some may pay late etc. So you wouldn't have the funds to pay for lecturers or improve facilities because your cash flow would be unpredictable.
Now with gate, you are going to get more students automatically, because it is "free" so students simply have to sign up and show up. So instead just 10 students you now have 50 plus you double the price of your tuition to 20k because you no longer have to be "cheap" to get ppl through the door plus is government paying.
This money allows you to upgrade facilities, add more programmes and thus become more attractive to students and increase your student intake and access to gov't funds.
Another way to look at it is car dealerships. Every year, government has to buy vehicles to replace deteriorating ones. These could be for nat security, public service or ministry vehicles. So every year car dealerships are assured x amount of "guaranteed sales" each year. So let us say that each car dealership is guaranteed 50 sales from the state each year and their break even is 45, then automatically they are always in "profit". They only need to worry about increasing profit. No need to worry too much on getting people to actually like and purchase the product. No need for better innovation and marketing.
Gov't in TT is in control of about 70% of spending in the economy. That spending usually goes to benefit friends, families and financiers. They will find anything to create a government contract for. Even something as simple as deliverying milo to a gov't office.
