Retrofitting works are continuing on the Galleons Passage in Cuba, ahead of its arrival to T&T.

Currently docked at the Damex Shipyard in Santiago de Cuba, the National Infrastructure Development Company Limited (Nidco) confirmed the ongoing works as specified in the Memorandum of Agreement between Nidco and Sealease Limited of Hong Kong (the seller).

Nidco said it was “To better equip the vessel for the nation’s use.”

The ongoing works include sealing the gap between the ramp door and hull of the vessel; fabrication and installation of the framing for the forward canopy on the vehicle deck to protect against sea spray; and installation of additional anchor rings to secure vehicles on the vehicle deck.


Nidco said the works formed part of the contractual responsibility of the seller and that the choice of the dockyard was also that of the seller who would bear all associated costs.

Nidco said “Upon completion, the works shall be surveyed by the Classification Society’s surveyor, Lloyd’s Register, prior to the vessel’s departure from Cuba.”

The vessel is expected to depart Cuba on July 10, and following arrival in Trinidad, the owner’s proposed enhancements will be done on a phased basis while the vessel is in service.

Asked when the vessel was due to arrive in T&T, Works and Transport Minister Rohan Sinanan yesterday said it usually takes approximately four days to sail from Cuba to T&T.

He avoided giving an exact date as to when it was expected to go into operation except to say that people would have to be trained.

However, he does not anticipate that much time would be needed to bring the crew up to speed.

Finance Minister Colm Imbert last week said the Cubans were unable to retrofit the vessel and that the Government had requested it be brought to T&T immediately.

Imbert told the Senate that the Government had taken a decision to “bring the vessel to T&T immediately,” because the seller said although fabrication of one of the canopies had begun, they were having difficulty in getting an airline or shipping company to transport some of the remaining equipment and materials to Cuba.

Imbert said Cuba is still “an embargoed country for many countries.

Cuba accepts shipments from some European states and doesn’t apparently make it very easy for shipments from countries like Australia.”

Senate debates Galleons Passage

THE Senate will debate a motion on the Galleons Passage fast ferry tomorrow when it sits from 1.30 pm.

The motion, filed by Opposition Senator Wade Mark, calls on Finance Minister Colm Imbert to table in Parliament in two weeks copies of the valuation reports, the memorandum of agreement between the National Infrastructure Development Co (Nidco) and the vendor of the Galleons Passage, and the Dunn and Bradstreet Report on the vessel.

Last Monday in the House of Representatives, Imbert said, "The Government has taken a decision to bring the vessel to Trinidad immediately."

Imbert explained this decision was made after the vessel's seller, Sea Transport Corporation of Australia, was unable to complete retrofitting work in Cuba.

The purchase agreement for the US$17.4 million catamaran involved separate upgrade works to be done by the seller (Sea Transport) and the buyer, Nidco.

Yuh hearing Tobago complaining? Is only Donna Hadad and the other imports who complaining they losing business.Tobagonians like they find it's a small price to pay for keeping undesirables out of Tobago. Hold an election now and PNM winning.

PM Rowley Loses It on i95.5FM

Today 26th, the hosts of i95.5FM were surprised by an unexpected call from Prime Minister Keith Rowley in the closing section of the regular evening drive time show.

The topic of the discussion at that time was the sea bridge and the issues surrounding the Galleons Passage and other vessels.

Apparently unhappy with the information being shared Prime Minister Rowley called in the show to correct the talk show hosts.

The Prime Minister attacked the Opposition’s position and information on the procurement issues of the fast ferry vessels in particular Senator Wade Mark who he called a liar on several occasions.

As the show progressed with Prime Minister Rowley vainly attempted to explain the incompetence in procuring a fast ferry vessel for close to a year it became self-evident to the listeners that the Prime Minister had “lost it”.

Sounding very angry and arrogant Prime Minister Rowley’s contribution to the programme was unbecoming a Prime Minister.

Imbert, Mark clash in Senate over corruption claims

“FAKE! Bogus! Not true!”

These were some of the words used yesterday by an incensed Finance Minister Colm Imbert as he challenged Opposition Senator Wade Mark to produce evidence to support the United National Congress’ (UNC) claims there was corruption in the acquisition of the US$17.4 million Galleons Passage fast ferry. Imbert issued this challenge as he categorically refuted all of Mark’s claims during debate on a motion in the Senate.

Opposition senators groaned when Imbert began his response to Mark. “It must be the spirit,” quipped Imbert. What followed was a heated exchange, with Imbert and Mark trading words across the floor.

“Don’t get vex,” Mark told Imbert. “I must get vex. It’s foolishness!” Imbert countered. Using documents in his possession and referring to his iPad, Imbert countered every claim made by Mark about the events which led to the Galleons Passage’s purchase last year. Imbert declared, “I call on Senator Mark, back up your false allegations! Back them up!” Observing a recurring decimal in the UNC’s allegations was the use of a broker in the vessel’s purchase, Imbert challenged Mark, “to produce the paper trail to show where that fictional broker was in any way involved with the acquisition of this vessel.”

Referring to a matter which happened when Mark was Speaker of the House of Representatives, Imbert quipped, “He can’t.” He reiterated the Galleons Passage’s owner, “was corresponding directly with Government” to sell the vessel. Imbert said because of this, “there was no broker.” Sea Lease Limited is the Galleons Passage’s seller and not Sea Transport Corporation of Australia. Imbert said Stuart Ballantyne is Sea Lease’s primary officer. Showing a copy of the purchase document between Sea Lease and the Nidco for the Galleons Passage, Imbert said British law firm Haynes and Boone determined this was a, “straightforward commercial transaction. So I don’t know what all this tra la la is about!”

Imbert said he made it “crystal clear” six months ago that Government did not use an evaluation report by Oceanic Design and Survey (ODS) to buy the Galleons Passage. “I spoke in English! My words were clear.”

Referring to an evaluation done by Schulte Marine Concept, Imbert said, “They have valued this vessel at US$35 million.” Government was fortunate to purchase the vessel for US$17.4 million.” That was good enough for us,” Imbert said.

Steel cutting for the vessel happened on March 4, 2015. Steel laying happened on April 21, 2015. The Galleons Passage was launched on September 16, 2016. “You know what launching means? You put the hull in the water,” Imbert said.

This is followed by the installation of the engine, installing te deck, outfitting, the instrumentation, electrics, transmission, mast and superstructure.

Given this sequence of events, Imbert said the Galleons Passage was never “launched and sailing all over the China Sea from 2016 to 2017.” In his contribution, Mark claimed the US$17.4 million payment for the Galleons Passage went into a private account. Mark said the UNC would write the Australian government, securities exchange commission and law enforcement if Imbert did not provide the Senate will all documents pertaining to the Galleons Passage’s purchase.

Fackhole Impsy and dotishee JUHN Scarfy know everything about the vessel except why it taking 10 years to reach here, and why no one including Roundabout is getting any sort of sanction for it. Roundy could afford to park aside now that he was gifted millions by the PNM.

My mental ability to reason demands that this be a bad dream.
Why?
No real 'boat' purchased new will take so long to reach.
The work to execute to match comfort needs, fits our indigenous ship/boat fabrication experience.
In light of what reality should look like...…..its a fake scandal and we must jealously hold on to whatever little sanity/grasp on reality we still have.
The new style of governance taking over the globe not good for older folks like me.
I wonder if they still sell Prozac?

Even if it does arrive on the 14th, it will not go onto service for some time as the majority of modifications that were to take place in Cuba :? , still have to be done here. Of course with our efficiency rivalling the Germans, we should get it knocked off in no time :roll:
