If the ferry terminal moves to Toco, the distance traveled will drop from 161 kms to 46 kms. You will cut the time to travel by at least half and the number of trips possible per ferry will double. The cost to carry goods will drop and the number of people likely to travel will likely increase.
All of the traffic that is heading in to POS for the ferry starts driving through Sangre Grande. You need a road. (And the traffic in Port of Spain improves.)

That idea is for the Valencia to Toco highway which is carded for April 2018. This highway is different and separate.
StreetbeastInc and Daran are correct, no need to build this highway at the moment. Fix the roads and deal with squatters. Priority should be the Valencia to Toco highway since that makes sense if you are planning to build a Toco Port/Ferry service (multipurpose) and develop the tourism sector of the area.

Then where would cars go after travelling 100km/h down from Toco to Valencia? Just back to the existing roads? The opening of a port and the Toco-Valencia highway is bound to increase traffic by a substantial amount. The existing roads may not be able to handle that volume of traffic. So while I agree a highway is not needed all the way to Manzanilla I do believe the first segment from Cumuto junction bypassing Grande and ending at the proposed commencement site of the Toco-Valencia highway is needed.
My only qualm is where does this traffic now go? What is the point of having a freeway from Toco- Cumuto then having people go back through traffic lights until Valsayn. Why not make the Churchill highway a grade separated freeway in its entirety before embarking on this new project? I know there is the issue of land acquistion etc but it should be dealt with. Where possible (e.g Piarco/Trincity) interchanges can be constructed until land is acquired in the more difficult areas like UWI etc.

From the different maps that I have seen, it seems that when the projects are completed this is going to happen. When you reach the end of the Churchill Roosevelt Highway by Valencia, you will be met with an interchange that would split the highway into two. One highway will go North East which is the Valencia to Toco highway wheras the other highway will go south past Wallerfield towards the train line near Aripo Savannah and continue east towards Sangre Grande into Manzanilla (Manzanilla Highway).
I agree with you on the interchanges from Curepe heading east.
Where possible (e.g Piarco/Trincity) interchanges can be constructed until land is acquired in the more difficult areas like UWI etc.
