it's a form of nonlethal crowd control.
There have been several instances in recent history where ttps was put into high tension situations and could not deal with the borderline anarchic crowds. not even the army presence could have diffused the situation.
They are getting the equipment, I hope they are getting the training on HOW TO and education on the RIGHT TIME to use it.

I'd prefer them to get ah LRAD tho.
