If he had his way Dr. Rowley may have removed him already. But the Doctrine of the Separation of Powers essentially makes the Judiciary separate from the Executive, so the Prime Minister cannot just buss Archie's throat, he needs the President's nod to set up a Tribunal to investigate him.
