TTEC told me i have to pay a Ca[ital contribution of $28K for one pole lol

And there is a TTEC pole less than 100ft away from me..

How do they arrive at these figures?

Your figure, even for one pole depends on a number of factors such as if it is a mains extension, or if a transformer is required because of the distance. Mine was $34000.00 because I needed to do both, as well as pay the normal crew rate, cost of pole, cable etc.

Copper ain't cheap.
Could go with an aluminum core transformer, which would be a little cheaper
