Good Day,

Wanted to inquire when transferring ownership of a vehicle, if an individual does not have a DP, can they be still listed as the registered owner on a new certified copy.

The intended driver is a senior citizen who does not want his name used to avoid ownership issues in the event of illness or death.

No
The registered owner must be a holder of a valid drivers permit

Also, the vehicle is supposed to be in the registered owner's name to get insurance.

I am trying to understand this.

1. If he does not have a DP then he is not qualified to operate a vehicle on public roads.

2. If he doesn't want his name on the vehicle then why not just transfer it to someone else? He does not need to be involved in that transaction at all (but he still needs a DP to drive)

The best bet would be to transfer the vehicle to his next of kin or beneficiary and have them take out an insurance policy that covers him as well. You most likely would not have to pay extra unless he was issues his license less that a few years ago (not sure the actual number) or is under 25 (which should not be the case... I think?). You can call around insurance companies and just find out if there is any special procedure to make sure he/she is covered by insurance.

Insurance company said that two persons can be listed as joint- owners on the certified copy. Need confirmation on that with licensing.

Yes but both owners must have a drivers license.....your best bet is a will...

Yes, this is true... My vehicle had joint owners on it.

you can joint own a car but you still need a drivers permit to be registered as a owner

A joint owner only needs 2 forms of ID and not necessarily a DP once he/she does not operate the said vehicle. Once you have that, you can get insurance and sell/transfer the vehicle. I have had vehicles joint and they did not hold a DP.
