Perhaps we have been looking at this all wrong. By getting rid of the garbage on top, prime lands become available for "astute investors".
They could turn that property into gated community. A lot of the infrastructure is already in place (fence, roads etc.) plus you have tennis courts and a pool at the staff club.
They could also invest in a large hotel on the compound which would address the "lack of close-by visitor accommodation" which would bring the Tarouba Stadium one step closer to ICC certification.
And if push comes to shove they could also put up some HDC voter-padding slums...ah mean houses.
The possibilities are endless...
