Is this normal? Rust on new Sealots Walk Over

If you take metal with rust already on it and you don't sandpaper it or anything then you paint it with rust proof paint does the paint do anything?

Come on...we all know that it has to have a few incidents first, followed by public outcry, then followed by a big boy or government person to be affected THEN they will hire a new contractor to install a cage at a substantial and unknown cost at taxpayers expense.

Pass under it this morning and seriously wondering why it have no cage or mesh around it. Hopefully the first report about dropped objects doesn't cause an accident or death.

Rotten safety railings and structural members put up without rustproofing/protection, PLUS no safety cage? Oh I believe it IS finished, it is just finished in a typical half-arsed, unsafe way.
