What is a fair labor price to tile 1087sqft?

ALSO what if the floor is painted? Is there someone who strips the paint?

plenty ppl just lay tile over paint. not the best way to go, but depends on who u hire & how u tell dem u want it done.

na want it grind off or stripped

if not either u could use a paint stripper (will likley leave residue in the concrete, not sure how it'll affect the bond in the short/long term depending on what you use, glue vs thinset)
or simply scrape it off with a scraper
or a grinder with a concrete cup wheel (fastest easiest method I've personally ever used, a bit noisy, makes plenty dust, isolate the room first if you can)

You have to strip paint or adhesive will not bond dude man .

Average rate for tiles $8 per tile . Professional .

You should have gotten the guy to put a tile border so when mopping the mop will not touch your paint
