It looks so, it was not clear for him to proceed.

the Prado had only just turned in, so there is no way he could have seen if it was clear.

no lights on, or siren so they don't draw attention to themselves.
its the same thing they do when transporting prisoners now....only at traffic lights they put on siren an blue lights.

most likely sirens were on...at 5secs you can see the van man trying to speed up to avoid it

lights were on in the second police vehicle, if they were going at the correct speed for that road then it would have been unlikely that the first one would have clip the trucklet as he would have cleared the junction by then

A police chase or response must be subject to the risk circumstances at play and must be executed to reduce the possibility of damage or injury to third parties.
Unfortunately, our local police procedural rule book seems not to encourage good judgement.
What these types of incidents cause include loss of availability of 2 mobile unit, possible injuries and death to direct and indirect participants and lots of costs to tax payers.
I have observed recently a high frequency of these new RAV4 units barreling between traffic etc.
One must wonder what kind of training is provided to police officers operating vehicles and what sanctions do they face if found to be negligent.

I passed them probably a minute or less earlier, they were driving ridiculously fast for that road with cars parked on both sides.
each only had one occupant dressed in civilian clothes.

H100 will be deemed wrong, he shadowed behind the prado and other car thinking that made it safe for him something Many ppl do

As zealous as police men ma have been driving, van man didn't obey the laws, and if he did, he might have avoided the accident.

But, u have to acknowledge, them ocifers was doing it on a small road like that. Imagine if try did hit a sheer pothole, or was a woman driver who does enter into the intersection and then stop to look left and right.
Their driving was also reckless.

well at that speed on a small congested road there was a higher chance they would hit someone or something - guess the H100 was it.

Vehicle 1 had no lights on... Vehicle 2 did.

H100 did not stop at the corner to see if he was in the clear. Prado driver is not a factor. When the police vehicles were coming, he sped up to make the corner and avoid but he got caught.

I understand the point that the van was blinded by the prado and he did not come to a complete stop. Had it not been for the video what would be the case. From what I seeing the van had already cleared half the road and makes the police look wrong. Added to the fact that they hit the back of his vehicle not front not door but back, he crossed and was safe if they were not speeding.

The contact was made more or less in the middle of the road.
If police car was not driving in the center accident might have been avoided.
