Special Forces is just an umbrella term for military units trained to conduct special operations.

Every country no matter how big or small has "special forces". America has an actual unit known as special forces which is the United States Army Special Forces aka the Green Berets.

America has a tier system that is used to classify their "sf" for funding purposes and mission priority etc. So Delta (Army), Devgru(seal team 6) and a couple other units make up tier one and are collectively known as Special operations forces(SOF). Tier two units will include Us army rangers, other sEAL teams and green berets, marine special operations etc.

Every other developed or first world nations just use the umbrella term of "special forces" to describe such units. Ofcourse they all have their various names such as British SAS, Israeli sayaret matkal or Dutch nlmarsof etc.

Special operation just mean military tactics that are used in asymetrical warfare. Basically the opposite of conventional warfare. So a conventional soldier would wear a designated uniform with standard issue gear etc whilst a sf soldier is allowed to be as unrecognisable as possible.

We shouldn't really expect any drastic murder rate reduction because the root causes are still there.
