New Delhi: The Indian Council of Medical Research (ICMR), the country’s apex body in the field, has found that consuming the drug hydroxychloroquine reduces the chances of getting infected with Covid-19.

As a result, ICMR released an advisory Friday to expand the usage of HCQ — an anti-malarial drug — as a preventive treatment against the novel coronavirus.

The conclusion has been drawn on the basis of three studies conducted by the ICMR.

The advisory suggests surveillance workers, paramilitary and police personnel, as well as medical staff working in non-Covid hospitals and blocks to start consuming the pill as “preventive therapy”.

ICMR had issued an advisory to begin using HCQ in March, but it had drawn criticism for lacking scientific evidence that the drug works against the novel coronavirus.

The studies
According to the advisory, the premier health body undertook investigation at three central government hospitals in New Delhi. While it did not reveal the names of the hospitals, it said the investigation indicates that “amongst healthcare workers involved in Covid-19 care, those on HCQ prophylaxis were less likely to develop SARS-CoV-2 infection, compared to those who were not on it”.

The advisory also states that the National Institute of Virology in Pune has found in laboratory testing that HCQ reduces the viral load.

The ICMR also analysed data collected previously, known as retrospective case-control analysis, and found “a significant” relationship between “the number of doses taken and frequency of occurrence of Covid-19 infection in symptomatic healthcare workers who were tested for SARS-CoV-2 infection”.

It further said “the benefit was less pronounced in healthcare workers caring for a general patient population”.

Another observational study was conducted among 334 healthcare workers at the country’s largest public hospital, New Delhi’s All India Institute of Medical Sciences (AIIMS). The 248 workers who took HCQ as preventive drug for an average of six weeks had lower incidence of the infection than those not taking the pill.

Which workers will use it now?
Based on the findings of the studies, the government has decided to administer the drug as a ‘prophylaxis’ or preventive therapy to asymptomatic healthcare workers working in non-Covid hospitals as well as non-Covid blocks of hospitals earmarked for Covid treatment.

Asymptomatic frontline workers, such as surveillance workers deployed in containment zones, as well as paramilitary and police personnel involved in Covid-related activities will be asked to pop HCQ pills.

Until now, only high-risk individuals, including asymptomatic healthcare workers involved in containment and treatment of Covid-19 patients, and asymptomatic household contacts of laboratory-confirmed cases, were being administered the drug. They will continue to consume the drug.

While the dosage will remain the same as before, eight weeks, the ICMR advisory suggests that it can be used beyond that period as well, but with close monitoring.

“With available evidence for its safety and beneficial effect as a prophylactic drug against SARS-CoV-2 during the earlier recommended 8 weeks period, the experts further recommended for its use beyond 8 weeks on weekly dosage with strict monitoring of clinical and ECG parameters, which would also ensure that the therapy is given under supervision,” it stated.

“In clinical practice, HCQ is commonly prescribed in a daily dose of 200mg to 400mg for treatment of diseases such as rheumatoid arthritis and systemic lupus erythematosus for prolonged treatment periods with good tolerance,” the advisory added.

Discontinue if ‘rare side effects’ are noted
The ICMR had earlier announced that some side effects, such as abdominal pain and nausea, have been observed in healthcare workers who were administered HCQ.

The anti-malaria drug is often blamed for triggering irregular heartbeat.

However, in the final results of the studies (HCQ prophylaxis among 1,323 healthcare workers), the ICMR found mild adverse effects such as nausea in 8.9 per cent workers, abdominal pain in 7.3 per cent, vomiting in 1.5 per cent, low blood sugar (hypoglycaemia) in 1.7 per cent and cardio-vascular effects in 1.9 per cent.

The advisory states the drug should be discontinued if it causes the “rare” side effects related to the heart, such as cardiomyopathy, a disease which makes it harder for heart to pump blood to the entire body, and heart-rate disorders.

The advisory mentions that HCQ, in rare cases, can cause visual disturbance, including “blurring of vision, which is usually self-limiting and improves on discontinuation of the drug”.

ICMR has clarified that “for the above cited reasons — heart and vision — the drug has to be given under strict medical supervision with an informed consent”.

More than a billion Indians currently stand at the precipice of a massive increase in cases of coronavirus disease 2019 (COVID-19). India had shown a staggered course of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) transmission, with 1397 cases diagnosed between Jan 31, and April 1, 2020. However, there has been a recent surge in cases, with numbers rising to 5194 as of April 8.

The Indian Council of Medical Research, under the Ministry of Health and Family Welfare, has recommended chemoprophylaxis with hydroxychloroquine (400 mg twice on day 1, then 400 mg once a week thereafter) for asymptomatic health-care workers treating patients with suspected or confirmed COVID-19, and for asymptomatic household contacts of confirmed cases.

The document states “its use in prophylaxis is derived from available evidence of benefit as treatment and supported by preclinical data”. Although some in-vitro evidence supports the antiviral activity of hydroxychloroquine and its precursor chloroquine, there is no peer-reviewed publication that evaluates either drug for exposure prophylaxis of SARS-CoV-2 infection. Even for treatment of diagnosed cases, only one small study reported faster nasopharyngeal viral clearance, with no data for clinical improvement.

This evidence, or the lack thereof, hardly justifies state-endorsed, widespread use of hydroxychloroquine for prophylaxis.

We are deeply concerned that in this environment of global panic, an endorsement by the highest scientific body of India (and also by the President of the USA) will create an overly optimistic perception of the effectiveness of hydroxychloroquine among the public. Markets in the USA are already reporting a short supply of both hydroxychloroquine and chloroquine. The situation in India is no different, probably indicating widespread self-medication.

New Research Shows Electroceutical Fabric Eradicates Coronavirus Infectivity On Contact


In the fight against Covid-19, protective personal equipment has played a central and critical role for the safety of healthcare workers. However, the virus can attach to the surface of PPE where it may continue to be infectious for an extended period of time. There’s a risk that a person removing their face mask could touch viral particles latched onto the outside and further spread the virus. 

A preprint paper published recently by scientists from Indiana University suggests a fabric which eradicates the infectivity of coronaviruses on contact by generating an electric field could be the answer to the problem.

Last month, a team of researchers determined a hybrid combination of one layer of cotton and two layers of chiffon is the most effective fabric for a face mask. They noted the high-efficiency of the combination is likely due to the combined effect of mechanical and electrostatic filtration of infective particles. 

The new study from IU further explores the potential of electrostatic forces to act against Covid-19.

The research is a part of a still-growing field of medical devices known as “electroceuticals” — a fusion of the words “electrostatic” and “pharmaceuticals.” Electroceuticals use weak electric fields not harmful to humans to treat a variety of conditions. Pacemakers, which are used to treat arrhythmias, are one common example.

Chandan Sen, the paper’s lead author and director of the Indiana Center for Regenerative Medicine and Engineering, previously worked on developing the current-generating fabric for antimicrobial applications. Bioelectric technology company Vomaris Inc currently commercializes the electroceutical fabric for use as a pathogen-killing wound dressing. 

The fabric is polyester printed with little metal dots made of zinc and silver. The geometric, alternating pattern of zinc and silver make microcell batteries which generate an electric field upon exposure to moisture. When used in wound care, the electric field prevents biofilms from forming and reduces the risk of bacterial infection during the healing process. 

Knowing viruses rely on electrostatic forces to assemble and attach to cells, the researchers suspected the electroceutical fabric could be used to destabilize the coronavirus as well.

As a control for their test, the team used a polyester fabric without the microcell batteries on the surface. They then exposed both fabrics to an aqueous solution containing cells with a respiratory coronavirus at room temperature and allowed it to absorb.

Their subsequent analysis revealed that just one minute of contact to the electroceutical fabric led to significant reduction in the electrokinetic property of the viral particles. Additionally, researchers monitored the infected cells recovered from the electroceutical fabrics and noticed an absence of the cytopathic effects expected in the presence of viral invasions.

The team reported the cells from the electroceutical fabric were as healthy as non-infected cells, indicating the virus had lost its infectivity, while cells from the control fabric didn’t receive the same protection.

Though further studies are needed to characterize the structural change of coronaviruses in exposure to electroceutical fabric, the researchers hope their findings are the first step toward receiving FDA Emergency Use Authorization which will allow the technology to be distributed widely for use as face masks.

I saw a large convoy of police /army /buses coming up the highway from South . Did they put the venes and coast guards in quarantine today ?

Nationals presently quarantined at the UWI Debe Campus are pleased with the facility.

Speaking with the Express via a telephone interview, one female employee of the Disney Fantasy cruise ship said, “I can’t complain about anything and I really hope no one does either. If this is the best facility they can give to us then I am grateful and I hope everyone else is happy.”

The nationals arrived at the quarantine site at 11am and was escorted inside the facility in batches of eight by officials dressed in full PPE the Express was told.

They were each assigned to a room that comes with a personal toilet and bath.

Now what does a room at a quarantine facility look like?

Each room at the Debe site is equipped with air condition, a fan, a wardrobe, a desk, a chair, and a built-in cupboard.

Additionally, the room comes with amenities such as free Wi-Fi, hand sanitizer, soap, extra linens, extra toiletries, a kettle and a tea station with disposable cups, milk and sugar.


On arrival, the Disney cruise ship employees said a record of their names and contact information was taken and they were told they would be invited to a WhatsApp group.

This would be the medium whereby they can be monitored and inform officials if they begin to experience any symptoms, render assistance and be given schedules for laundry times and temperature checks.

They will also be given three meals daily.

There are 12 rooms on each floor and an assigned attendant per floor.

Nationals also told the Express that they are mandated to practice social distancing, wear masks and are responsible for the maintenance of their rooms.

The cruise ship employee also said, “Oh look I just noticed I have a balcony as well.”

One male national said, "The building is okay. I can't complain."

At present, the nationals are getting adjusted to the facility and have just all collected their personal luggage which we were told were all sanitized and transported in a separate van after coming off the ship.

The packages must be properly labelled and left at the front of the facility.

Covid-19 tests will be administered to all 52 nationals this afternoon.

The employee said, “This evening they will be doing two tests – one through nostril and one a swab of the throat – Covid-19 test.”


so by Wednesday we go know if we get more cases- considering it's a cruise ship we likely will get quite a few- assuming they are approaching the symptomatic phase- or are they now testing regardless of symptoms?

What a nice facility... all almost completed and being used.
Downside is CHINA JIANGSU TRINIDAD( CJI) when fired off the job, simply left the job site whilst owing local suppliers MILLIONS of dollars and to this day have never paid despite some of them having judgement against them in court.
Once against the might of CHINA has impacted us here quietly.
No HELP from government to get the unpaid money to local companies, yet its a national project that one would have felt pride in partaking.......

Nationals presently quarantined at the UWI Debe Campus are pleased with the facility.

Speaking with the Express via a telephone interview, one female employee of the Disney Fantasy cruise ship said, “I can’t complain about anything and I really hope no one does either. If this is the best facility they can give to us then I am grateful and I hope everyone else is happy.”

The nationals arrived at the quarantine site at 11am and was escorted inside the facility in batches of eight by officials dressed in full PPE the Express was told.

They were each assigned to a room that comes with a personal toilet and bath.

Now what does a room at a quarantine facility look like?

Each room at the Debe site is equipped with air condition, a fan, a wardrobe, a desk, a chair, and a built-in cupboard.

Additionally, the room comes with amenities such as free Wi-Fi, hand sanitizer, soap, extra linens, extra toiletries, a kettle and a tea station with disposable cups, milk and sugar.


On arrival, the Disney cruise ship employees said a record of their names and contact information was taken and they were told they would be invited to a WhatsApp group.

This would be the medium whereby they can be monitored and inform officials if they begin to experience any symptoms, render assistance and be given schedules for laundry times and temperature checks.

They will also be given three meals daily.

There are 12 rooms on each floor and an assigned attendant per floor.

Nationals also told the Express that they are mandated to practice social distancing, wear masks and are responsible for the maintenance of their rooms.

The cruise ship employee also said, “Oh look I just noticed I have a balcony as well.”

One male national said, "The building is okay. I can't complain."

At present, the nationals are getting adjusted to the facility and have just all collected their personal luggage which we were told were all sanitized and transported in a separate van after coming off the ship.

Family members are also allowed to deliver personal items for their relatives between 9-10 am daily.

The packages must be properly labelled and left at the front of the facility.

Covid-19 tests will be administered to all 52 nationals this afternoon.

The employee said, “This evening they will be doing two tests – one through nostril and one a swab of the throat – Covid-19 test.”


so by Wednesday we go know if we get more cases- considering it's a cruise ship we likely will get quite a few- assuming they are approaching the symptomatic phase- or are they now testing regardless of symptoms?


What a nice facility... all almost completed and being used.

Errmm, Do you have to eat humans to get corona? The viruses become transmissible through many pathways including the air. Industrial rearing of animals creates conditions that selects for such mutations in otherwise restricted pathogens to the species being farmed. Industrial agriculture on the whole is also creating a host of problems, it's just a matter of time before it all starts catching up with us. It's a system designed to produce profit/money and surplus that goes towards the creation of technology and 'development'. Having a industrialised and globalised food supply surely has allowed humanity to focus on other things, the creation of the Anthropocene. Too bad it's coming to an end unless big changes are made, but as always, the earth will be fine long after we're gone.

So our Chemistry Food and Drug Division of Min of Health approved a corona virus medicine last week specifically for Sino Hydro and their staff here locally.

Wonder when the CCP will "donate" this to the world.

Everything submitted was in Chinese. A letter from the Chinese Embassy to CFD was used as the basis of the approval.

What the letter said you would need to ask a Director in CFD.
