this is a good report. really on point.
The above issues with the difficulty of doing business is something the government can fix, now, today, in this budget, that will have a huge impact on the ability of ordinary people to participate in the economy.

A wage freeze is not an option either, because as mentioned prior they done 7-8 years behind with negotiated salaries already. Hard to freeze what you owing people for years now and couldn't pay before things went sideways.
First thing they will probably do is suspend all public servants allowances, such as travel, housing, meals, entertainment, clothing, vehicle, shift, etc. After that the next to go will most likely be social services grants such as HDC's home improvement grant and subsidies, public assistance, food card, etc.
They better know what they doing, cuz cutting or suspending certain social services and programs go lead to real problems for some people.

The absence of rioting is the PNM yardstick for hardship tolerance. Elections have consequences. Left foot, right foot, dotish.
