This policy actually dissuades landlords from raising rent. Increased rent rates in an area means increased assessed value and increased taxation. There's actually an incentive to lower or maintain current rates.
It could also shake up the rental scene because a lot of people who aren't renting their property now will want to do so to offset the tax. People who are hoarding land and property will want to make use of it. Current landlords will have to compete with these new entrants into the market...competition should push prices down.
