People will cry out against Union and ting but when you have management like this you really think the regular employee's interests as well as the company's best interests are being looked after?

I doubt anything going to come out of this.

That is actually the very problem with the union, they only like to rail against management and look the other way when regular employees engage in corrupt acts. Don't for a moment think that only at the top corruption lives.

Hear how it works. Big company hires underqualified person purposely through bobol. The underqualified person does anything asked of them to keep their new high paying and undeserved position. Politically, as long as they playing ball, management will always have their back. Management then instructs such and such persons to commit certain acts within their role. It is approved with explanations to the party involved addressing their concerns.

When the mark buss, the act is blamed on an underqualified person making a mistake or similar excuse. Person asked to resign. Get a money under the table. And another successful heist was perpetrated.

To tackle this, go after who authorize the documentation in upper management. However this person can use the defence that they sign so many documents that they dont read through and assess them all and so it slipped through. Lol

Well the line minister and the AG are both aware of the situation for a couple weeks now and nothing has been done. If the politicians don't willingly do something to fix the situation, then they will be forced to do something when it goes public and proves to be a big embarrassment to the PNM.

So, this is a quick summary of the current shenanigans in the State Enterprise, Enabling Fostering Corruption Limited:

1) No CEO to deal with the day to day running of the organisation
2) Board of directors using company drivers for their personal use (picking up children from school, shuttling them to personal events, etc) despite getting a travelling allowance
3) Hiring multiple people for to carry out duties that were carried out by one person previously
4) Giving people on probation the authority to sign cheques valued in the hundreds of thousands
5) Board of directors changing scope of work for tenders after the tender submission date so as to favour a particular contractor
6) Board of directors approving the receipt of a tender from a particular Bentley loving contractor who was not on the prequalified list of contractors and who submitted his tender after the tender closing date.
7) Board of directors changing tender evaluation criteria after tenders have closed to favour a particular contractor
8.) HR manager not following the procedures detailed in the company's policies and procedures manual
9) HR manager overstepping the role and responsibilities of an HR Manager
10) Board of directors, acting corporate secretary and HR manager all party to victimisation of employees who speak out about the corruption and refuse to be part and parcel to the corruption
11) Termination of employees on the grounds of no money in the company, yet the company is wasting money hiring multiple people to do one person's job and leasing of new company vehicles for who God alone knows who even though the senior management and board of directors get a travelling allowance.
12) Acting corporate secretary fraudulently signing documents on behalf of other employees without their authorisation or even knowledge
13) Board of director bullying bank personnel to violate the FIU's requirements for opening a new bank account (for God alone knows what when the company already has multiple bank accounts which already meet the company's needs)

The worst part of this is the Honourable Prime Minister, Minister of Education, Minister of Finance and Attorney General are all aware of the questionable and unethical practices in this company and have done not one ass about it to this date.

The PNM hired a big time accounting firm to audit the company's operations under the UNC. Audit has been done by the firm, anti-corruption division completed their investigations, yet no one has been charged. The PNM has kept a few of the UNC corrupt stooges on board to continue the corruption under the PNM, probably holding the findings of the audit over their heads to now do the bidding of the PNM.

Watch this space, some serious marks going to buss publicly. Let us see what the PNM does then.

So Saturday's Express had an article about a whistle-blower in EFCL getting the axe. The article said that the whistle-blower who helped the current EFCL Management get rid of the allegedly corrupt senior management under the UNC, get fired because the person now stood up to the alleged corruption by the current EFCL Management.

This is why this country will remain a third world nation under the PNM and UNC. Both of them have no desire to root out corruption.

What's that one Honourable Prime Minister Rowley?!?

Let us see when the files buss publicly what the PNM going to say about this. Who is the PNM's spin-doctor? Maxie Cuffie?

Mark: Harewood’s name not among applicants

OPPOSITION Senator Wade Mark wants to know whether or not Petrotrin president Fitzroy Harewood ever applied for the job.
Speaking at a news conference yesterday in Port of Spain, Mark reiterated his concerns about the selection process.
Presenting documents to substantiate his claim, Mark said Harewood’s name was not among the list of 40 applicants.
Saying there was more in the mortar than the pestle, Mark said the Opposition was asking Andrew Jupiter (Petrotrin chairman), the Prime Minister, the Minister of Energy and the Cabinet to clear the air.
“There appears to be a compromising and contaminating of the process,” he said.
Mark noted that Petrotrin put out a release on the issue.
But nowhere in the release did not the company state categorically that Harewood had applied for the job, he said.

Contractor suing for breach of contract

AN objection has been made to two subsidiaries of the Junior Sammy Group of Companies—Junior Sammy Contractors Ltd and Jusamco Pavers Ltd—tendering for the same project related to the completion of the Solomon Hochoy Highway extension to Point Fortin.

The project in question is the completion of the widening of the South Trunk Road between Dumfries Road and St Mary's Junction.

The individual raising the objection is contractor Naeem Ali, who is suing the Estate Management and Business Development Company Ltd (EMBD) for a breach of contract claim for $1,291,877,247.22, as well as damages from the court.

In a letter penned to the National Infrastructure Development Company (Nidco), Ali—the managing director of Namalco Group—argued that Nidco should disqualify the companies.

Ali copied the other contractors who tendered for the project on September 21—Kallco Company Ltd, Coosals Construction Company Ltd, Lutchmeesingh Transport Contractors Ltd, Ricky Raghunannan Contracting and General Earth Movers Ltd.

In the letter dated October 13, Ali said both companies tendered as separate respondents and have the same board of directors which was an “issue which is clearly defined in the RFP to be an act of conflict of interest”.

Ali noted that documents showing directorship of companies should already be in the hands of Nidco as it would have been in the tender packages. He argued that several sections of the RFP were breached—Nidco's own conflict of interest rule, what he determined was improper conduct under Nidco's rules and misleading statements. With regard to “improper conduct”, Nidco's rule is that: Neither the respondent nor any personnel nor affiliate shall engage in any collusive tendering, anti-competitive conduct or any other similar conduct with any respondent or any other person in relation to the preparation or lodgement of its proposal.

“We express our fullest confidence that Nidco will take the appropriate actions, as these acts of breach and outwit for the RFP rules, must not be allowed to continue in public procurement in Trinidad and Tobago,” Ali said. Contacted yesterday, Sammy acknowledged that both companies tendered for the project and that Nidco accepted both RFPs. He described the moves to disqualify him as sinister.

The Sunday Express was unable to get acting Nidco president Steve Garibsingh to comment on the matter.

The last contractor, OAS Construtora, was fired by the government on July 5. Since then, Minister in the Office of the Prime Minister Stuart Young said the Government has recovered $921,178,276.90 from bonds on the project. Young had said work on the project would begin again in 2017 and the project's cost was estimated to be over $8 billion. With regard to Ali's matter with the EMBD, the La Brea-based company claims the sum is owed as outstanding payments for six contracts, one of which began in 2009.

The contracts are for works done in Mahaica Trace—$19.7 million, Brickfield Road—$77.4 million, Cedar Hill—$42 million, Picton—$10 million, Roopsingh Road—$386.8 million and Petit Morne—$432 million plus interest. The $1.3 billion claim is the largest claim by a private company against the State to date.

Nothing will be done. The PNM, as was done by the UNC, just love the corruption that could be done in these State enterprises. In the State enterprise, Enabling Fostering Corruption Limited, the Board of Directors are now hitting boost with respect to corrupt activities. Anyone who stands in their way just get victimised and/or fired. The worst thing is that the line minister, the prime minister, and the AG all know what is going on in this State enterprise and are doing absolutely nothing to fix the situation.

If it profits them and their families why would they fix it. From that list of contractors there I know Rowley is riding padnas with one specifically. Bet u them gonna get the contract.

Let us bump this thread up for the article that Guardian is supposed to publish tomorrow. AG said on news tonight that he received reports on corruption in EFCL. So why didn't he act on it? The Guardian article is only the tip of the iceberg of corruption at EFCL.

The honorable prime minister has to be a fool to put Arnold Piggott at the helm of EFCL knowing fully well what an embarrassment he has been to the country.

The Honourable PM has been a fool on many occasions prior with some of his appointments.
