Judge rules against helicopter company

HELICOPTER services PHI Americas — which provides offshore helicopter support to companies operating in the local oil and gas sector — will not be allowed to operate on a temporary concession and can only do so when its application for an Air Operators Certificate (AOC) is approved by the Director General of Civil Aviation Authority.
Justice Frank Seepersad yesterday threw out the company’s judicial review claim against the TT Civil Aviation Authority of a decision in March, not to grant it a temporary permit to operate.
The company claimed if it was not granted the temporary permit, pending the approval of the AOC, it will experience financial ruin and had already lost one contract with an energy company and stood to lose other contracts with major energy companies in Trinidad and Tobago.
PHI Americas (Trinidad) further contended that there were significant delays on the part of the Civil Aviation Authority to consider its AOC application. In his ruling yesterday, Seepersad held that having reviewed the evidence, he could not conclude that there were periods of unnecessary or unreasonable delay as contended by PHI.
