There is a silicone tape that is sold by Radica Trading it's like clear two sided tape. I feel that might be what you're looking for.

Walking around the car noticed the side marker have a clear rubbery plastic that separating from the CF backing.

Remove it and install new ones. They are available as a part with a number. It is also sold in a roll where you can cut out and install. That is for protection from stone chips.
