Massy set to retrench staff

MASSY STORES says business is on the decline and it is now set to retrench workers. The supermarket chain served notice to some employees of its intention to redeploy them to lower-paying jobs or make their positions redundant. Still reeling from negative reactions to its decision to charge shoppers for plastic bags in its “going green” initiative, on April 27 letters sent to staff from the Home Care/Hire Purchase Department, Massy said the department suffered a loss in 2017 and would do so again in 2018.

The company said it tried to address the decline in business by focusing on controlling costs in other areas. However, the measures have not worked and the company is now reviewing its manpower requirements. Ainsley Matthews, president of the Contractors and General Workers Trade Union, which represents Massy’s monthly-paid employees, said the union is not prepared to accept this ultimatum.

Matthews said Massy embarked on this exercise without informing the union. He said it had requested meetings with the employer, but the requests have been ignored thus far. There is disagreement between the union and the employer over the status of the workers.

The union says they are part of the bargaining unit, but the company disagrees.

Newsday obtained a copy of one of the letters in which the ultimatum was outlined. Signed by Gwendoline McLaren, human resources director, and witnessed by operations manager Cyllan Charles, it referred to meetings held with the workers in January and March about the performance of the department, which sells household items, furniture and appliances. The 23 affected staff work at the Gulf View, San Fernando, Marabella and Trincity outlets.

“In this regard, we wish to inform you that your function has been reviewed and due to the steady loss/decline of sales in the Home Care Department, we have had to review and adjust the operations of the business. As a result, we have had to restructure/re-align functions within the organisation to reduce the operating cost of the business to address the situation,” the letter read. For employees who accept the offer, the company has promised to provide retraining, preserve their service, with no break in tenure or alteration of group employee benefits with the Massy Group.

However, McLaren’s letter said, “Should you accept the offer (of the alternative job), it is important for you to note that your position will fall under the bargaining unit of the company’s recognised majority union, the National Union of Government and Federated Workers (NUGFW). Should you reject the job offer, the company shall by formal notice, terminate your services for reasons of redundancy.”

The decision was supposed to have been made by May 3, but Matthews said he has told the employees to report for duty. Attempts to reach McLaren for comment were unsuccessful.

More than 30 members of the University of T&T’s (UTT) academic staff were given letters of termination on Friday, as the financially-plagued institution officially began a retrenchment exercise aimed at saving money.

Tears flowed and there was shock and dismay by the staff, as well as their colleagues, just after noon when the letters were handed out.

The letters, dated May 11, were signed by UTT Vice President Human Resources (Acting) Leah Ramgattie and the first batch went out to staffers from the Centre for Education Programme at the Corinth Campus and Point Lisas campuses.

It read: “As you are aware, UTT is undertaking a restructuring exercise. This has resulted in your services as Assistant Professor becoming surplus to the requirements of the university.

“You will not be required to report for duty during the period of notice. However, your salary and benefits will continue to be paid up to the end of the notice period.”

The letter issued served as a 45-day notice of the termination of their respective employment by reason of redundancy. In addition, the retrenched workers were expected to receive a severance payment based on the framework outlined in the Retrenchment and Severance Benefits Act. The employees were given one week from May 11 to collect their personal effects from their respective workspaces and until May 18 to return all university property in their possession.

“The university regrets having to take this course of action, which has become imperative due to the current financial circumstances,” Ramgattie added in the letter.

This is expected to be the first phase of an exercise which will see about 125 academic staffers from UTT’s faculties across T&T going home.

Speaking with the Sunday Guardian under condition anonymity, a UTT staffer maintained that no new approved structures had been given to anyone although the restructuring process had started. The staffer questioned whether the positions of the staff sent home were indeed redundant, noting that the courses being taught by them were still being offered.

Pointing out that one of the persons who received a letter is currently lecturing a course that ends after May 18, the staffer asked: “What happens to the course and the students after May 18? What criteria were used to select the academic staff who received termination letters?”

The Sunday Guardian understands that each head of the various academic programmes was asked to cut their staff by 25 per cent. Some allegedly refused, while others used the opportunity to apply their personal criteria to select the academic staff to be terminated.

“We want to know if the Minister of Education is aware and if he sanctioned this and why? Who is going to lecture these courses? How can you send home locals and hire foreigners? What is going on at UTT?” the UTT staff member said.

The first phase of retrenchment now has all staff members on edge.

“This is like a nightmare that we cannot wake up from. Our food is being taken from our tables. Our passion is being murdered. Our families will be made to suffer…so many unanswered questions. What will happen to us?” another staffer said.

An Oilfield Workers Trade Union (OWTU) representative to the Sunday Guardian that, unfortunately, academic staff are not represented by the union.

“That is why the retrenchment have started with them,” the official, who did not want to be named, said.

But one of the retrenched workers said they would not go down without a fight.

“Some of us will be seeking redress at the Equal Opportunity Commission, the Industrial Court and/or through the High Court as civil matters.”

Efforts to contact both Education Minister Anthony Garcia and Minister in the Ministry Dr Lovell Francis were unsuccessful yesterday, as calls to their cellphones went unanswered.

In January, the Sunday Guardian reported that 287 members of staff, including academics, were to be retrenched. When this exercise is done it is expected to save the university approximately $41.5 million.

A total of 346 employees are expected to be retrenched from the University of Trinidad and Tobago.

This figure is made up of academic and non-academic staff, according to the Education Minister, who says talks are still ongoing.

Meanwhile, Labour Minister Jennifer Baptiste-Primus is inviting laid-off workers to the ministry for assistance.

"Meanwhile, the T&T Guardian was also told that within the last three years, UTT had hired at least 48 academic staff, including four professors, paying out approximately $4 million in salaries per month. The salaries ranged from $12,000 to $45,000 per month.

Among the positions hired from October 2015 to December 2017 were:

2. UTT To Shut Down 13 Campuses

The University of Trinidad and Tobago is now looking at shutting down some of its 13 existing campuses.

This comes as part of the University's massive restructuring exercise, which started on May 11th with the retrenchment of over 50 academic staff.

Newspaper reports say it is expected that UTT will give up the Chaguanas (Agora) Campus once the main University Campus in Tamana is opened.

Agora, which is the only building owned by UTT, will either be rented or leased. It is also expected that one of the Teachers' Colleges - Valsayn or Corinth - will be closed

THE livelihoods of rural communities and 15,000 direct jobs across the country are at risk if US chicken importers undercut the local market with “inferior” chicken they buy at US$0.09 a pound, Agriculture Minister Clarence Rambharat said on Friday evening at The University of the West Indies (UWI), St Augustine, campus.

The audience at The UWI conference on “Revitalising the Buffalypso, Our National Treasure” applauded lustily when he called the US chicken inferior to T&T’s fresh meat.

Attaining a medical degree after five years of hard work was supposed to bring financial rewards.

However, this is not the case for hundreds of newly-qualified doctors in T&T who are now battling unemployment, exploitation and hopelessness.

A three-week investigation by the T&T Guardian revealed that an estimated 680 qualified young doctors have been facing unemployment and underemployment since 2014 after graduating from the University of the West Indies.

Many of the unemployed doctors, having acquired registration from the Medical Board of T&T, are now seeking employment abroad in countries like Canada, United Kingdom, United States and Australia, although an estimated $150 million of taxpayers’ funds were spent on tuition fees over a five-year period for the recent batch of 2017 graduates.

With no work available, some of the qualified doctors are even working for free at private hospitals in the hope of acquiring medical experience.

“It is pure exploitation and nobody is doing anything about it,” one medical student, who did not want to the identified for fear of victimisation, said.

A qualified doctor who has been awaiting placement as a house officer said he has even been working part-time in a pharmacy.

“Some people are still being supported by their parents, so taking up a job in a private hospital with no pay is not a problem.

I cannot do this because I have a loan to pay,” he said.

“Some of my friends say I should be doing better for myself after six years of study. There is always the option of taking up a post abroad but I have my mother to care for and I cannot leave her.”

He explained that as a child he noticed how their village doctor always commanded respect and admiration and this was what led him to pursue medical studies.

“I wanted to be in a position to help others but after working so hard, there is no job for me at the hospital.”

Another doctor who requested anonymity said the medical field has become so saturated that prior to 2017, there were even problems finding placements for interns who were completing their final year of medical school.

But this has since been rectified with an additional 75 intern placements becoming available.

It takes between five to six years to complete medical studies, depending on specialties.

After medical school, students are mandated to do a one-year internship at a public institution.

They are hired by the Ministry of Health as an intern and during this time they are given a temporary license to practice medicine in public institutions under the guidance of fully licensed medical practitioners.

After completing the internship and rotations, the medical student gets certification by the Chief Medical Officer of Health and the Dean of the Faculty of Medicine. This certificate is then taken to the Medical Board of T&T to get full registration to practice medicine.

Under the Government Assistance for Tuition Expenses (GATE), the Government pays $1 million in tuition fees for T&T nationals studying medicine at the University of the West Indies’ Mona campus over a five year period and a subsidised fee of approximately $500,000 per student studying at St Augustine over the same period. This means a total of $150 million was paid to educate doctors in 2017, half of whom are likely to migrate because there are not enough jobs for them in T&T.

320 DOCTORS GRADUATE EVERY YEAR

When the T&T Guardian contacted the University of the West Indies, Dean of the Faculty of Medicine, Professor Terrence Seemungal, estimated that 320 doctors graduate every year.

Data obtained from UWI’s Marketing and Communications assistant Deena Daniel revealed that each year across its four campuses UWI graduates approximately 280 doctors who are T&T nationals; 200 from the St Augustine campus, 50 from Mona and approximately 30 from Cave Hill, Barbados.

“If we add these to the 40 who graduate from St Georges College we have approximately 320 new doctors for whom internships must be found annually,” Daniel revealed.

Asked how many were absorbed into the RHAs as interns, Daniel said there were about 360 internship posts across the regional authorities.

Asked whether there was also a delay in placing medical students as interns in the public hospitals, Daniel said, “There may be a delay due to a gap between the graduation dates and when intern posts become available in January and June annually. The wait, however, is usually no longer than six months.”

She said recommendations were made and internship posts were increased about one year ago.

Asked whether UWI was aware doctors who complete their oneyear internships were forced to stay at home for a year and more as they await placement, Daniel said, “The UWI is not responsible for the placement of doctors.

We acknowledge that the postinternship placement system is not without challenges and with only 150 House Officer positions available each year we all need to be thinking about alternatives; prospective students, graduates and policy influences alike.”

As to what alternatives the students had, Daniel, said, “There is a huge training demand from persons wishing to pursue medical careers in Trinidad and Tobago but the public health system can only absorb a percentage of graduates into permanent positions postinternship.

We need to decide as a people if we want to satisfy the demand for medical training, which is high, or the demand for work placement which is smaller.”

With regard to migration, Daniel said, “Understandably, some of our qualified doctors do emigrate postinternship but their training is an investment the country has made so this also needs to be a part of the wider conversation.”

HEALTH MINISTRY RESPONDS

Health Minister Terrence Deyalsingh, when asked about the mass unemployment in the medical fraternity, referred questions to his team.

A meeting was set up for the T&T Guardian to direct questions to acting permanent secretary Asif Ali, Chief Medical Officer of Health Dr Roshan Parasram, deputy permanent secretary Charmaine Jennings, health sector advisor Brenda Jeffers, Northwest Regional Health Authority CEO Wendy Ali, North Central Regional Health Authority CEO Davlin Thomas and Southwest Regional Health Authority CEO Dr Albert Persaud.

Ali said the intake of medical students at The UWI had increased by 300 per cent between 2001-2002 to 2015 while the number of vacancies remained the same.

“The intake has tripled at UWI,” Ali said, adding that more positions will be made available when the Point Fortin and Arima hospitals come on stream.

Asked how many doctors will be employed, Ali said he did not know because they were still finalising the manpower plan for the two hospitals, which are to be completed by June next year.

Asked why training was being offered for a surplus of students when there were only vacancies for 150 house officers, Parasram said this question should be addressed by the Ministry of Education. He added that the Ministry of Health was trying to accommodate the young doctors by sending off contracted house officers with accumulated leave and allowing house doctors a one, two or six-month contract. He also said qualified doctors can open up private practice once they are fully registered.

“When you get your full medical certificate it means that you can practice as an independent medical practitioner and it means there is no supervision and you can work privately or work in the public sector,” Parasram explained.

Asked why the MoH was hiring foreign doctors when there was a surplus of qualified local doctors waiting to be hired, Parasram said this stopped in 2017. He said the foreigners were being hired only if there were no locals to fill the posts.

Once the various regional authorities advertised the posts and no locals applied, the ministry then sources foreign doctors, Parasram explained. He noted that there were some specialist fields in need of staff but first preference is being given to locals.

“Some of the specialties are retinol surgeons, which we have not been able to fill for a number of years, plastic surgeons and maxillofacial surgeons,” Parasram said.

Maxillofacial specialists treat many diseases, injuries and defects in the head, neck, face, jaws and the hard and soft tissues of the oral and maxillofacial region. It is an internationally recognised surgical specialty and Parasram said paying these specialists is a problem.

“It is difficult to compensate these specialties,” he explained.

Asked why there was no training locally in these specialties, Parasram said most specialists are trained in the UK and US and few ever come back home to work because of a range of issues, including compensation. He also said it was not true that newly minted doctors get a stain in their career because of unemployment.

“Remember you have finished your internship and you are now taking a few months off, perhaps before you decide to go abroad because you are fully registered. We have collaborated with the UWI and the TTMA in the past to find solutions for the pool of unemployed doctors, so we are still actively working with them to fill positions,” he said.

However, some of the doctors who commented on Parasram’s statements said their license to practice medicine is not valid in other countries and they have to go back through the entire medical process once abroad. With regard to opening up private practice, the doctors said this was unheard of because someone with only a year of experience is not qualified to work independently.

“Thirty years ago, probably that was acceptable but nobody opens up a private practice after completing your studies with one year of experience. With medicine you learn from other doctors. You usually have to do a post-graduate programme like family medicine before opening up your practice. If you get a job at a private hospital they refuse to pay you, so many of us chose to work voluntarily by shadowing experienced doctors at our expense,” the medical source said.

In 2017, a total of 145 house officers were hired by the MoH, 17 in the Eastern Regional Health Authority, 60 in North Central Regional Health Authority, 21 in the Southwest Regional Health Authority and 47 in the Northwest Regional Health Authority.

This means 175 doctors ready to enter the field locally last year are still waiting for jobs.

Two things have to be revised here:

1. UWI Mt. Hope intake of people for the institution is too high, with low and lapse qualifications. Make it comparable to the system like USA/Canada and we will get better quality leaving. Having the high GPA is the least of the qualifications that all applicants should have.

2. The Ministry of Health needs to open up more spaces in the public hospitals for the junior doctors to get the experience for the posts they will specialize in. They need to have more hospitals and better pay/incentives to hire the junior doctors. The ministry can also export doctors to other Caribbean nations under contracts. Opening the Couva hospital under the SWRHA and reorganizing its structure to allow redistribution of a lot of the population from SFGH to Couva will be a good start. This should open up a lot of positions for interns under senior doctors supervision, and relieve the severe overcrowding at SFGH. The excuse in this one is always "the government eh have no money" or "the last government... so everyone else must suffer because we didn't build it... "

Pregnant Naomi Marquis and her husband Damian have been living in their car for the past six weeks after falling on hard times.

The couple was discovered living out of their Kia car at Balgobin Trace, Tunapuna, on Tuesday by WPC Crystal Jumadeen, a Cunupia community officer, prompting her to jump into action to assist.

Jumadeen and her colleague PC Vikash Harrinanan went to great lengths to find a rent-free apartment in Chaguanas which the couple will be soon moving into.

Naomi, who is five months pregnant with her second child, broke down in tears several times on Friday, as she related how their lives changed after becoming jobless.

Up to last year, the couple had lived comfortably with their three sons, ages 16, 13 and six, at a Cunupia apartment.

The two eldest boys are Damian’s children from a previous relationship.

Days after finding out she was pregnant Naomi’s life came crashing down after she was retrenched as a casino worker.

Not long after, Damian, 34, who worked as a security guard and bartender at an establishment, was laid off.

After losing their jobs the couple gave up their apartment and moved in with relatives in Freeport.

“The little savings we had in our accounts began to dwindle. We also had to sell one of our two cars valued at $18,000 for $4,000 when desperation set in. All this time we kept sending out resumes but got no response. Also, Damian was using his car to run PH but it could not settle our bills, buy food and pay our monthly car instalment,” Naomi told the T&T Guardian.

With little money coming in and five mouths to feed, Naomi said tension began to build and they had to flee the relative’s home.

Naomi, 29, and her son then moved into the home of another family member while Damian stayed at a friend’s house.

The mother of the two boys welcomed them into her home.

“We were no longer a family. Everyone went their separate ways which tore us to pieces. From a happy family, our lives were shattered in a matter of weeks,” Naomi said, as tears welled in her eyes.

Naomi then again found herself in the same situation.

“The pressures started to build at the relative’s home and I had no choice but to leave. I was fed up of complaints. I had become a burden to them. That’s when I decided to move into the car with my son and husband. It was a tough decision but I felt this was the best choice for us to be together. We packed our worldly belongings in the trunk and decided to fight up on our own.”

On the first night, they parked the car in front of Scotiabank in Cunupia.

“We decided to sleep there because the bank has a security camera outside just in case bandits attacked us it would be recorded. That night our son cried because inside the car was too hot as the air condition was not working. We had to drive around with the windows down to get some breeze. It was a restless and a scary night for all of us,” she recalled.

Damian said he approached the mother of his two sons who offered to keep their son while they continued to live in the car.

“We used to sleep in the car park at Price Plaza where it was safe. Naomi would sleep on the back seat while I would throw an eye out. It has not been easy for us, especially for Naomi, who is carrying our baby.

It has been stressful. Many nights she cried in the car just thinking of the happy and enjoyable life we shared months before.”

The couple spent their days hanging out at malls. Damian said he never expected their lives to turn upside down.

“I feel so helpless and hopeless. It’s as if all the odds are stacked against us. It’s not that we have not tried to get jobs… just the responses have been far and few between. Those who have responded want to exploit you for small money,” the father of three said.

Recently, one of Naomi’s friends who heard about their plight came to her rescue by allowing them to stay at her father’s congested home in Tunapuna during the day, where they can wash their clothes, shower and have a meal.

“We no longer go to Price Plaza to sleep. We have been parking the car in the yard of this home to sleep,” Damian said.

Having spent the last six months running from pillar to post, a relative has since offered the couple a piece of land in Freeport where Habitat for Humanity will provide $24,000 in building materials so they can erect a home.

Jumadeen said after she met the couple she went to Habitat for Humanity seeking help for them. She said having since screened them their application for help was being processed, which may take from a few weeks to a few months.

“I started looking around for a place for the family to live in. Luckily, someone offered them free lodging at an apartment in Chaguanas until their home is constructed. My heart sunk when I heard about Naomi’s struggles and suffering. I was brought close to tears after hearing what she has been going through as a pregnant woman. I felt compelled to assist,” Jumadeen told the T&T Guardian.

Jumadeen has also dipped into her pocket to buy foodstuff for the family so they would have something to eat when they move into their apartment shortly.

“I am also trying to get Damian a job so they can get back on their feet,” Jumadeen said.

Naomi admitted she always saw the police as being rogue elements, abusive and corrupt but Jumadeen has changed her perception.

“Officer Jumadeen has showed me that among the bad apples there are good and caring officers in the service. I can’t stop thanking her for all that she has done. She is one in a million,” Naomi said.

Starlite Collection cosmetics store and Nova Coffee shop at South Park, San Fernando have both been shut down.

This comes as the parent company, the Starlite Group, reported that a lack of foreign exchange had a major impact on both businesses.

In a release yesterday, the group’s public relations consultant Ian Royer said the economic downturn had also negatively impacted on business. Royer said management had tried to maintain the businesses but both had become financially non-viable.

Newsday visited the stores yesterday where workmen could be seen disassembling the fixtures.

Royer said the closure is temporary as management is still looking at options to develop a version of each store that can be sustainable in San Fernando.

He advised customers that they can still visit Starlite Collection at Maraval and Nova Coffee at Starlite Pharmacy in Diego Martin, Maraval and San Fernando.
