TTCS is the closest thing you may find. It isn't devoted to software devs alone, but IT enthusiasts.

I knew a few guys who used to do web development, but eventually they had to source work abroad or at least clients. Don't know if they are doing it full time still.

Remember speaking to one person about this same topic, the local market just isn't sophisticated enough, taking web design for example many small business seem happy with just having a facebook page, not exactly the pinnacle of coding work.

With regards to app work, well the android market place Google Play is limited in T&T on account of our banking system, currently we can't take advantage of all the merchant feature of Google Play as Trinidad is not a merchant partner. We can only make money via the admob, ad revenue model which is very difficult if you don't get enough views.

There are probably other ways and market places but now you see the difficulties surrounding the coding community in T&T, like I say a big part of it is that the market doesn't provide the amount of work needed to really develop the talent even though you might have guys willing and able to.

someone made an Alexa skill for T&T news that works OK, I can ask Alexa what;s my Flash briefing and she told me about the recent kidnappings etc. Only issue was that some headlines were a bit outdated.

Interesting read. I checked out the groups and twitters accounts. Thanks for taking the time to send that much info. Nice position you go there on stackoverflow. I always consume there. Although I should try giving back now.
I've written a couple articles over on medium though. Take a read sometime.

I had been quiet on stack and had not made use of github, but I developed a plan and now I have 13 small repos on github.

See my plan here - https://hassan-theitguy.github.io/

My "barebones-theme-for-blogger" has gotten 223 views and 13 clones. You don't have to be fancy at start. Big things start with small things. Some of the most used libraries on npm are small utilities, as an example. The next thing I want to do is contribute to an open source project by working on their documentation.
