Liability wise, I think they'd rather not take the chance to put people into a crashed chopper that was repaired unless it was to undergo full structural integrity tests. This literally is where you'd not just "buff it out"

Cool,saw some large aircraft repaired and re-introduced after severe damage,I guess choppers could be a bit different..
