the "fine " is nothing substantial enough to discourage others to follow suit, so now every young idiot who figures they can drift illegally will think heck, all I will get is a $3000 fine and ah walking out smiling.
The authority should have temporarily taken away his drivers permit for at least 6 months- 1 year as a warning and example.
