I always thought Growlers was a no nonsense man when he was in opposition. When he came into power I was disappointed. With this he has redeemed himself. If he has the balls to do this and others in his party who have done wrong, I support him 100%and he could go after opposition members now with nobody faulting him.

No he was arrested as a Minster and then fired the very morning

Police probe into Marlene nearing end

Fraud Squad detectives probing the alleged misappropriation of three cheques to the Calabar Foundation by newly appointed junior minister in the Ministry of Public Administration, Marlene McDonald, is nearing completion.

Sources revealed yesterday that close to a dozen people were interviewed as part of the investigation which began in 2016 under the supervision of Snr. Supt Totaram Dookhie, head of the Fraud Squad.

Well placed sources said yesterday that officers have been instructed to carry out further investigations and to ensure there are no loopholes before submitting a file to Director of Public Prosecutions, Roger Gaspard.

Legal officers assigned to the Police Service have been guiding investigators in this probe and some of the key players interviewed are senior managers from a particular bank, as well as the head of the Calabar Foundation, Michael Carew, who is said to be McDonald’s common-law husband.

Mc Donald admitted at a press conference in 2016 that Carew was in fact her husband.

Officers of the Fraud Squad also revealed that were awaiting a statement from a journalist who attended the news conference to provide a statement.

The investigating team was set up by acting Police Commissioner Stephen Williams on March 18, 2016. Williams had sent a letter to Prime Minister Dr Keith Rowley indicating that a criminal investigation had been launched into the Calabar Foundation.

Newsday was informed that the team consists of officers from the Fraud Squad and Anti-Corruption Bureau.

Police have seized documents from the Ministry of Community Development where Minister Mc Donald served and had also requested documents from the Housing Development Corporation (HDC). Documents were also seized from a private residence.

Mc Donald, Carew, his brother Lennox as well as officials of the Ministry of Community Development were expected to be interviewed and bank records obtained.

The Calabar Foundation was incorporated on August 24, 2010.

Cheques were issued by McDonald who was then Minister of Community Development: one on May 12, 2010 and collected on May 12, 2010; another in the sum of $375,000, and the third for $200,000 were issued but the requests were made on April 27 and May 4, 2010.

The cheques were deposited to the Calabar Foundation via a Royal Bank of Trinidad and Tobago (RBTT) account on September 9, 2010. The money was made available to the Calabar Foundation before the company was incorporated and the cash was supposed to be used to build a community centre in the Laventille area.

No community centre was built and it remains unclear if the cheques were ever cashed by members of the Calabar Foundation.

Mc Donald has stated publicly that she has nothing to hide and will cooperate with the investigation.

She was appointed the Minister in the Ministry of Public Administration and Communications on Thursday and will assist the prime minister who continues to hold the portfolio which he assumed since the substantive minister, Maxie Cuffie, fell ill a few months ago.

In making the appointment Prime Minister Dr Keith Rowley said, “Ms. McDonald can make a valuable contribution to the ministry and I am confident that she will meritoriously perform the duties required as a minister in the ministry”.

She pledged to dedicate herself to the business of the ministry and said that she was “committed and motivated to perform”.

McDonald was axed in March 2016 as Housing Minister after questions had arisen over her alleged recommendation of public housing for her male companion. She was also queried over donations from her ministry when she was minister in 2010 of $375,000 and $200,000 plus another sum to the Calabar Foundation.

She was again fired as Public Utilities Minister just 48 hours after her swearing-in ceremony on June 30, 2017, after red flags were raised about her guest, Sea Lots personality Cedric Burke, whose presence reportedly alarmed Special Branch officers at the event and reportedly incensed Rowley upon his learning of it later on.

‘I protect my friends’
Public Administration Minister on official in HDC house fraud


WHO is the “nice man” said to have given a house to a couple, by-passing all protocols and procedures of the Housing Development Corporation (HDC) for doing same? It turns out that both the police and the HDC itself are investigating a friend of one-time housing minister, Marlene McDonald, in connection with the matter.

Mc Donald now holds the portfolio of Public Administration in the Cabinet of Dr Keith Rowley. But Rowley fired her twice as a minister in a matter of months following well-publicised allegations against her and her relationship with other associates of hers.

In this latest development, McDonald said she was not prepared to talk much about it. She said her private relationship with anyone was her business when asked by Sunday Newsday about her connection with that friend just before she entered Parliament on Friday for a sitting of the Lower House.

“That is between them,” she responded when told that her friend was the subject of internal and police investigations. “This is me on one side, I’m not answering any questions with respect to that. I protect my friends in my private business. I am a very private person.”

The friend described as a “nice man” is accused of fraudulently allocating an HDC house to a couple last year. The couple identified the man by name to the media after their squatting came to the attention of HDC during their relief efforts following flooding that devastated Greenvale in October. The couple claimed they were sent to the “nice man” to assist them last year to get their home. He, they claimed, provided them with documents granting them access to the home at Alpha Avenue, Greenvale. HDC found that the documents were all forged and following an internal investigation the matter was handed over to police.

The man has worked under three ministries led by McDonald since she entered politics in 2007. He began in the ministry of community development, culture and gender affairs. From 2007-2010, McDonald was the minister in charge of that ministry. Following the 2015 general election, McDonald was appointed housing minister and it was then the “nice man” was hired at the People’s Issues Resolution Co-ordinating Unit (PIRCU) at the housing ministry.

It was while at this unit the man is alleged to have allocated the house to the couple who were given keys to an apartment, but not the one they were “allocated.” The couple claimed that they were told to break in and to set aside money for mortgage since the paper work was not fully completed. From August, last year, to early November, the couple never paid rent, mortgage or made any payments towards owning the home. They also benefited from flood relief and received $20,000 after the husband’s vehicle and their fridge were damaged.

The couple’s squatting was discovered on November 7. On October 25, six days after the flooding, the man was appointed to the board of the Telecommunications Authority of TT (TATT). His contract with the housing ministry came to an end on November 30 and sources told Sunday Newsday it was not renewed. His appointment to TATT came following a Cabinet directive to President Paula-Mae Weekes. TATT is a state board under the Ministry of Public Administration. McDonald was appointed the Minister of Public Administration in March.

TATT’s chairman Gilbert Peterson when contacted confirmed the “nice man” was appointed to the board but was not aware of any allegations against him. He added he would look into the allegations surrounding him.

Questionable connections

McDonald was axed as housing minister in March 2016 after questions were raised about her behaviour as a minister toward her companion Michael Carew. The first issue raised was that she, while being minister of community development, allegedly arranged for Carew to be given a HDC house in Fidelis Heights, St Augustine, in 2008. There were also queries over donations from the Ministry of Community Development in 2010 of $375,000 and $200,000 plus another sum to the Calabar Foundation while McDonald was still in charge of the ministry. Carew was said to be a Calabar director at the time. The Integrity Commission exonerated McDonald in December 2013 on the Calabar Foundation issue but both concerns were raised again in 2015 when she became housing minister.

McDonald, at the time, assured all was above board and managed to hold on to her portfolio until early 2016 when further questions were raised about her relationship with Carew. In March of that year, it was found that McDonald had employed both Carew and his brother Lennox to work at her Port of Spain South constituency office from June 2010 to September 2015, a clear breach of parliamentary rules.

That new revelation along with the previous allegations proved to be too much for McDonald to withstand and Rowley revoked her appointment later that month.

Her next stint as a government minister came in June 2017, 15 months after she was fired. Both police and the Integrity Commission had investigated her and she had been cleared by the commission for a second time in six years on the Calabar issue. At the time Rowley claimed he had “no difficulty” in reappointing her as the commission had found no basis that she breached the Integrity of Public Life Act.

This time, McDonald’s appointment as minister of public utilities lasted all of two days after she was photographed with Cedric “Burkie” Burke – a Sea Lots businessman who was arrested and later freed of being a gang leader in 2011 during the state of emergency.

Burke has since sued the State for wrongful arrest and the matter is ongoing.

McDonald was crucified on social media for associating with Burke, whose activities, some alleged, were suspect. His attendance at President’s House for McDonald’s swearing-in ceremony raised concerns among Special Branch police officers. How Burke managed to attend the function has not been made clear. He told the media he showed up uninvited to support his member of Parliament while she claimed he was an invited guest. Two days later, without ever having set foot in her new ministry, she was removed again by Rowley. She was given a third ministerial stint in March this year.

On his decision to re-appoint her as Public Administration Minister, Rowley said then: “Ms McDonald can make a valuable contribution to the ministry and I am confident that she will meritoriously perform the duties required as a minister in the ministry.”

McDonald, in accepting the appointment, pledged to dedicate herself to the business of the ministry and said that she was “committed and motivated to perform.”

No Construction Of Community Centres In Bon Air, Laventille, But Contractor Gets $2.7m

There are conflicting stories surrounding the payment of over two million dollars for work on two community centres in east Port-of-Spain that never got off the ground. McEachrane’s Rental and Transport Services was paid three cheques totalling over $2.7 million from February to May 2010, for work on the Bon Air Gardens Community Centre and the Marcano Quarry Community Centre, in Laventille, but no work was ever done.



The owner of the company, Victor McEachrane, was awarded both contracts under former minister of Community Development Marlene McDonald. His name is also listed as a director of another organisation, the Calabar Foundation, which also received another $375,000 cheque in May 2010. The company, however, was only legally registered three months later in August 2010, and that cheque was cashed by September 2010.



Calabar Foundation also has two other directors, Michael Carew who has been described as McDonald’s common-law husband of 20 years and his brother, Lennox Carew. McEachrane, in a telephone interview with the Sunday Guardian, confirmed that he and McDonald have been friends since their time together at university.



While McEachrane has defended the payments as “mobilisations fees” and stated that he signed the contracts “some time in May,” the former technical director of the Self-Help programme under the Ministry of Community Development, Etienne Mendez, said that up until he resigned on September 2, 2010, the two contracts were not awarded. Mendez was responsible for the construction of community centres from 2007 to 2010 under McDonald.



Mendez, in a telephone interview yesterday, said it was unclear how a contractor could have been paid for the projects without a formal award in place. “We did identify sites for those two community centres, but no contracts were awarded up until I demitted that post in September,” Mendez said. He said no company should be paid a “mobilisation fee” unless it was awarded a project.



Who checks the cheques?



The cheques contain two signatures of the then permanent secretary Angela Jack and deputy PS Hermia Tyson-Cuffie. Jack, in a telephone interview on Wednesday, added another element to the unfolding story when she claimed that she had no recollection of those cheques. “I left the ministry in August 2010 and I cannot recall those cheques. It was years ago. I suggest you contact the ministry and ask them for the invoices that led to the payment,” Jack said.



The current PS at that ministry, Victor Jones, was unable to assist. Jones, the Sunday Guardian was informed, is in the position for one month up until January 2015 and could not locate the relevant documents. But head of the Public Service, Reynold Cooper, shed some light on how cheques to contractors are paid.



“Yes, the PS is the accounting officer for the ministry but they work closely with the minister and cannot issue a cheque without the minister’s say-so,” Cooper said. “The PS takes instructions from the minister,” Cooper added.



McEachrane: I am innocent



Despite Mendez’s claim that no mobilisation fees could be paid unless a contract was formally awarded, the owner of McEachrane’s Rental and Transport Services, Victor McEachrane, was paid $2.3 million and another $400,000 towards the mobilisation for construction on the Bon Air Community Centre and another $50,000 towards mobilisation for the Marcano Quarry Community Centre.



The question is, where has the money gone? McEachrane has denied any wrongdoing in the matter and maintains that he was paid that money to mobilise workers and pay security for the two projects. McEachrane was also the contractor behind the Sea Lots Community Centre, which was delivered days before the 2010 election.



Yesterday, McEachrane said though the two projects were tendered, no company wanted the jobs because of where they were located. He said the $2.3 million payment represented a percentage of the actual cost of the contract. “The money I was paid did not end up in my pocket. After taxes, that $2.3 million was only about $2 million and that was to mobilise workers for the community centres,” McEachrane said. He claimed that after the 2010 election, the People’s Partnership stalled the two projects.



McDonald was the minister from 2007 to May 2010. “I cannot answer any questions on Calabar Foundation or why it got a cheque before it was registered,” McEachrane said. “I was only asked to be a director on a charity foundation but I never had anything to do with that,” he said.
