F5 is tough paper. For me, one of if not the toughest paper in lvl 2 ACCA. Town & Country approval is mandatory if you plan to get mortgage financing (TTMF, commercial banks etc). If you have the equity to finance the build then it isn't necessary. Not too sure on the legal consequences though.
