The setback is measured to the dripline of the building. The 15 ft setback is for minor roads only. Not sure if you're trying to add something in front of an existing building but no structures can be erected within the setback envelope.

Those columns seem to be contrary to Trinidad's laws on minimum safe width of a carriageway.
