First lets agree on a budget attainable by most. Then we will move on to the selection of components.

Lets piece the components together with the agreed budget.

Since I don't know about b-series and turbo-charging, I will throw a figure out to get started.

$15,000 TT

$15000 is an average starting point. what kind of Hp numbers you looking at? buy quality part,s do your research. the most important factor is tuning,
if you are obd2 you should convert to obd1 ECU with conversion harness,
using Crome Pro software,Uberdata,Turbo edit Hondate S300 (expensive)
take your time, there,s a lot of information avaliable on the internet. :)

450cc injectors ....or bigger

talking bout injectors... kes_vtec, any luck with the "lost" injector? If you keeping it for your own turbo project, let me know cuz i will start to look elsewhere but right now I waiting till you find it.

$15k is plenty. unless that includes complete valvetrain components

gorm... get serious and actually say what engine you're using !

Condition, mileage, current mods.

Is this supposed to be a budget kit or a performance setup ?

Running alongside an R34 and seeing the driver's shocked face - priceless

But what about building the engine? I always heard about building over the engine for turbo. sleeving, changing valves, cams, pistons, rods etc..
Any of that?

^^^ depends on two things milege on engine and what kinda boost you looking to run..its always a good idea to a full 100k service b4 boosting thats why i listed a full oem gasket kit and timing belt kit once u pull of the head its a good idea to add arp headbolts and if you only going to run ah 10psi no need to change rods, pistons or sleeve
