cm4 Honda Accord E-brake problem

i changed my rear brake pads, adjusted the hand brake cable right under the center console as stated in the service manual and still not getting my wheels to lock when i pull the hand brake. the cable has on all the adjustment it can have. can this be a case of the hand brake cable being stretched?

HOW high the handbrakes lifting?

did you adjust the calipers when you installed the new pads?

wat do u mean adjust the caliper? do u mean advance the piston outward? and its only the right wheel that isn't locking the left locks find. the hand brake is set to 6 clicks like the manual says.
